‘मधेस आन्दोलन चाँहि कहिलेसम्म ?

चार महिनाभन्दा बढीको मधेस आन्दोलनले जनतालाई गलाई सकेपनि यसलाई विश्राम दिने सशक्त पहल कतैबाट भएको देखिन्न । मुलुक सामु तेर्सिएका समस्याभन्दा मन्त्रालयको भाग वन्डालाई सरकारले प्राथमिकता दिएको देखेर जनता हैरान छन् । सत्ताको नेतृत्व गरिरहेको प्रधानमन्त्री एवं उसको दलको नेताबीचको आरोप प्रत्यारोपले सर्वत्र निराशा छाएको छ । आन्दोलनका कारण जनतादेखि सञ्चारमाध्यमलाई अपूरणीय भौतिक, आर्थिक, मानवीय एवं मनोवैज्ञानिक क्षति भएको छ । ......

‘हरेक आन्दोलन कहि न कहि गएर टुंगिन्छ,मधेस आन्दोलन चाँहि कहिलेसम्म ?’

...... ‘मधेसीको माग जायज हो भने सरकारले किन पुरा गर्दैन? ..... स्थानीय युवा कपडा डिजाइनर मोहम्मद खालिमले अहिलेको अवस्थाकालागि मुख्यरुपले सरकार र उसको प्रभावमा रहेको सञ्चारमाध्यमलाई दोषी ठहराए । केही सञ्चारमाध्यमले मधेस आन्दोलनको नकारात्मक पक्षलाई बढी उचालेको हुनाले अवस्था झनै खराब भएको उनले बताए । ‘मिडियाले यो समस्याको जरो केलाएर हलमा जोड दिनुपर्छ,’उनले भने,‘त्यो कमैले गरेको देखिन्छ ।’ ..... सरकारले सुरुदेखि तराई आन्दोलनप्रति दमनको नीती अपनाउँदै आएको हुनाले समाधान पहिल्याउन ढिलाई भएको खालिमले औंल्याए ..... उनले साँढेको जुधाईमा बाछोको मिचाई भनेजस्तै मोर्चा र सुरक्षाकर्मीबीचको हानथापमा निर्दोष जनता कुटपिट र गिरफ्तारीमा पर्ने गरेको बताए । ‘प्रदर्शनकारीहरु ढुंगामुढा गरेर भाग्छन्, हतारहतार घरतिर लागिरहेका बटुवा र स्थानीय चुटाईमा पर्छन् ..... मोरंगको डायनियावासी सायना खातुनले नमूना मुलुकको नमूना सरकार भन्दै आक्रोश पोखिन ।

‘सरकारले मन्त्रिको संख्या बढाएर आफ्नो आयु लम्ब्याउने कार्य मात्र गरिरहेको छ,’उनले भनिन्,‘मधेसीको मागको संवोधन र भुकम्प पीडीतको व्यवस्थापनमा सरकारको ढिलाईको असर सर्वत्र देखिन थाल्यो ।’

...... सरकारले कार्यगत प्राथमिकता तय गर्न नसक्नु र मधेसी दलबीच एकता नहुँदा पनि विचौलियाहरुको चलखेलमा यो आन्दोलन अल्झेको विराटनगर दरैंयाका किसान कमलेश्वर शाहले बताए । ‘मधेसी पार्टीहरु फुट्दै आएर पनि मधेसको मुद्दा कमजोर भएको हो,’उनले भने,‘यही कारणले पनि सरकार र प्रमुख दलले मधेसको मागप्रति हेपाहा नीती अपनाएका हुन् ।’ ...... स्थानीय ४५ वर्षीया मथुरा थापाले मुलुकको वर्तमान राजनीती बुझ्नै नसकेको बताइन् । ‘दुवै पक्षले बसेर हल निकालेको सुन्न र देख्न पाइएला भन्ने आश पनि मरिसक्यो,’उनले भनिन्,‘कुनै पनि दलमा राष्ट्र र जनताप्रति माया देखिएन ।’

सद्‍भावना बिनै माेर्चाले बनायो कार्यदल

सरकार तथा प्रमुख प्रतिपक्षी नेपाली कांग्रेससँग जारी वार्तामा अनिर्णित विषयहरु सुल्झाउन आन्दोलनरत संयुक्त मधेसी मोर्चाले तीन सदस्यीय कार्यदल गठन गरेको छ । कार्यदलमा तराई–मधेस लोकतान्त्रिक पार्टीका उपाध्यक्ष हृदयेश त्रिपाठी, संघीय समाजवादी फोरम नेपालका सह–अध्यक्ष राजेन्द्र श्रेष्ठ र तमसपाका वरिष्ठ नेता रामनरेश राय छन् ।

संविधान संशोधन भएको भोलिपल्टबाटै नाकाबन्दी खुल्छ: देउवा
‘पार्टीको विधान संशोधन हुँदैन’

शेरबहादुर देउवाले संसदमा रहेको संविधान संशोधन प्रस्ताव पारित भएको भोलिपल्टै नाकाबन्दी खुल्ने ठोकुवा गरेका छन् । ..... उनले मधेसी मोर्चाले अगाडि सारेको ११ बुँदे मागमा कुरा गर्ने सहमति भएको भन्दै प्रमुख दलले गठन गरेको कार्यदलसँग कुरा गर्न मोर्चाले ३ सदस्यीय कार्यदल गठन गरेपछि वार्ताको बातावरण अझै सहज भएको धारणा राखे । ...........उनले भने, ‘अब कुरा मिल्छ ।

मधेसी मोर्चासँग पनि हामी सबै मुद्दामा छलफल गर्न तयार छौं ।’

...... उनले मधेसको समस्या समाधान गर्न आफू बाधक भएको भन्ने टिप्पणीको खण्डन गर्दै भने,‘ यो म माथिको झुठा आरोप हो । म मधेसको समस्या मिलाउन तयार छु । टेबलमा बसेर समाधान गर्नु पर्छ । यो बाहिर भन्दै हिड्ने कुरा होइन । सिमांकनमा पनि हामी कुरा गर्न तयार छौं

४० वर्षमा संसारको उत्कृष्ठ देश बनाउँछौं : भट्टराई

भट्टराईले संविधान अहिले सम्मको उत्कृष्ठ भएको बताए । उनले ७५ वर्ष लामो संघर्षको परिणामबाट आएको संविधानको संज्ञा दिएका छन् । ...... ऋणात्मक हुन सक्ने देशको अर्थतन्त्र आजैदेखि सुधारमा नलगे राष्ट्रियता बचाउन नसकिने देखेर पार्टी छाडेर हिडेको उनको भनाइ छ । ..... अभियानको पहिलो चरणमा उद्योग वाणिज्य संघका व्यवसायी र नयाँ युवाशक्तिले साथ दिएको खुलाए ।

विश्लेषण : यस्तो छ तराई–मधेसवारे अन्तर्राष्ट्रिय गेमप्लान

नाकाम धर्ना बस्नेलाई सरकारले के गर्ने त ? नेपालको जवाफ छ, ‘कडाइ गर्नुपर्छ, त्यहाँ प्रहरी राख्नुपर्यो, सेना पठाउनुपर्यो । सबै उपाय अबलम्बन गर्नुपर्छ ।’ ....... यो संवेदनशिलता बढ्दैछ, कारण देशभित्रका भन्दा बाहिरका शक्तिहरुले तराई–मधेसको आन्दोलनमा धेरै नै चासो दिएका छन् । काठमाडौंमा उच्च राजनीति व्यक्ति तथा ठूला देशका दूतावासभित्रका सुरक्षा र गुप्तचर विङ्गमा यस विषयमा छलफल पनि हुन थालेको छ । ..... अन्तर्राष्ट्रिय शक्तिकेन्द्र मूलत : भारत र अमेरिका तराईमा दुई वटा विङ्ग निर्माणमा लागेको देखिन्छ । पहिलो : महन्ठ ठाकुर नेतृत्वमा राजनीति विङ्ग र दोस्रो सीके राउत तथा जयकृष्ण गोइतहरुको मिलिट्री विङ्ग । .....

उच्च राजनीतिक स्रोतहरुको भनाई मान्ने हो भने तत्काल सहमतिको सम्भवाना पनि छैन

..... आन्दोलन चलाईरहेका पक्षलाई वेवास्ता गरेर उनीहरुको स्वामित्वविना संविधान संशोधनले समस्याको हल नगर्न सक्छ । ..... तराई–मधेसवारे अन्तर्राष्ट्रिय शक्तिकेन्द्रले विभिन्न मोडेल खोजेको देखिन्छ । पूर्वी पाकिस्तानको मोडल एउटा विकल्प देखिन्छ उनीहरुको । अर्थात पाकिस्तानबाट वंगालादेश टुक्रिएजस्तै तराई–मधेसलाई भिन्दै राज्य बनाउने । अर्को युक्रेनबाट क्रिमियालाई अलग बनाएजस्तै त्यही मोडेलमा तराई–मधेसलाई अलग्गाउन सकिने.। युक्रेनका विद्रोहीहरुलाई रसियाले सहयोग गर्यो , युक्रेनमा विद्रोहीहरुको भिन्दै सरकार बनायो । अहिले क्रिमियामा रसियाली सर्मथक सरकार छ । तर अन्तर्राष्ट्रिय जगत भने यो विषयमा विभाजित छ ।

तराई–मधेसको वारेमा ति शक्तिकेन्द्रहरुले तेस्रो विकल्प सिक्कीमीकरणको मोडेल हेरेका छन् । भारतमा सिक्किम विलय भएको मोडलमाथि छलफल हुने गरेको छ ।

....... तराई–मधेसमा आन्दोलनरत दलहरुलाई सकेसम्म चाँडो सहमतिमा ल्याएर संविधान संशोधन सवैभन्दा उत्तम विकल्प हो । सीमाङ्कनका विषयमा गर्न सकिने लेनदेन चाँडै गरेर सहमतिमा पुग्न प्रमुख दलहरु जति ढिला गर्छन्, नेपालमाथि अन्तर्राष्ट्रिय चासो र गेमप्लान थप बढने देखिन्छ ।

तीन दलको प्रस्तावमा मोर्चाको सहमति, कार्यदलमा तीन नेता पठाउने निर्णय

तीन दलको तर्फबाट कार्यदलको लागि यसअघि नै काँग्रेसको तर्फबाट महेश आचार्य, एमालेको तर्फबाट भिम रावल र एमाओवादीका तर्फबाट कृष्णबहादुर महाराको नाम तय भइसकेको छ । ..... मोर्चाभित्रै खटपट असन्तुष्ट रहेको भनिएको सद्भावना पार्टीले अहिले छुट्टै आन्दोलन समेत गर्दै आएकोछ ।...... यद्यपी सद्भावना पार्टीका महासचिव मनिष सुमनले मोर्चाभित्रै आफूहरुको कुनै असहमति नरहेको दाबी गरेका छन् । उनले कार्यदलले गर्ने कार्यहरुमा आफ्नो पार्टीको सहमति रहने समेत बताए । ...... यसैबीच मोर्चाले कार्यदल गठन गरेसँगै सोहि कार्यदलमार्फत मोर्चाको मागबारे छलफल हुनेछ । तीन दलले पनि मोर्चाको ११ बुँद्ये मागबारे कार्यदलमै छलफल गर्ने बताएको छ ।

पहिलोमा संविधानसभामा मलाई झुक्याए, दोस्रोमा मैले झुक्याँएः प्रचण्ड

प्रचण्डले दोस्रो संविधानसभाबाट पनि कांग्रेस एमालेले संविधान बनाउन गम्भीरता नदेखाएको पनि दाबी गरे । उनले संविधान निर्माणपछि बाबुरामलाई सक्रिय बनाउन आफूपछि अध्यक्ष बन्ने आश्वासन दिएको पनि स्पष्ट पोर । तर, संविधान बनेपछि बाबुराम आफैं पार्टी छाडेर हिँडेको प्रचण्डको भनाई थियो ।

देउवाले भने, ‘अब कुरा मिल्छ, नाकाबन्दी पनि खुल्छ’

उनले मधेसी मोर्चाले अगाडि सारेको ११ बुँदे मागमा कुरा गर्ने सहमति भएको भन्दै प्रमुख दलले गठन गरेको कार्यदलसँग कुरा गर्न मोर्चाले ३ सदस्यीय कार्यदल गठन गरेपछि बार्ताको बातावरण अझै सहज भएको धारणा राखे । उनले भने,‘ अब कुरा मिल्छ ।

मधेसी मोर्चासँग पनि हामी सबै मुद्दामा छलफल गर्न तयार छौ ।’

सीमाङ्कन हेरफेर नगरी मुद्दा मिल्दैन

मधेस र थारू आन्दोलनको विषय अन्तरिम संविधानमै स्वीकार भइसकेका थिए । ती विषय हटाएर अनावश्यक रूपमा भावनात्मक उत्तेजनातिर मधेस र थारूलाई लगियो ।

........... पहाडका पाँचवटा जिल्ला थारू बाहुल्य क्षेत्रमा हाल्ने कुरा कुनै पार्टीको घोषणा पत्रमा छैन । कुनै पनि संघीयताको खाकामा छैन । न त एमाले कांग्रेसको ३ बुँदेमा छ, न त माओवादीसहितको १६ बुँदेमा छ ...... हरेक कुरा हाम्रो कारणले भयो भन्ने देखाउन भारत चाहन्छ । सबै राजनीतिक नेता हर सवालमा आफूतिर फर्किएको हेर्न चाहन्छ । ..... नेपालको तराई क्षेत्र, मधेसलाई घाउको रूपमा राख्न चाहन्छ भारत । बल्झिरहने घाउ । मधेसी जनतालाई ‘हामीले गर्दा तिमीहरु त्यहाँ छौ’ भन्ने भ्रम दिन चाहन्छ । कुरा त्यत्ति हो । ...... भारतलाई मियो बनाएर सोच्ने । भारतले हामीलाई हेरेन भने प्रगति गर्न सक्दैनौँ कि भनेर सोच्ने दृष्टिकोण उहाँहरुको छ । तर, दिल्लीमा गएर भारतीय नेतालाई भेट्नेवित्तिकै राष्ट्रघाती हुने होइन । यदि त्यस्तो हुन्थ्यो भने त पहाडे नेताले अझै धेरै भेटेका छन् । ...... हाम्रो उपप्रधानमन्त्री भइसकेको मान्छे उपेन्द्र यादवजीलाई राजदूतले बोलाउन हुन्छ ? तर, उहाँहरुले त्यो नै बुझ्नुभएको छैन । .....

तर, राष्ट्रवादका नाममा मधेस आन्दोलनलाई सम्बोधन नगर्नु चाहिँ गलत छ ।

...... संविधानसभा समितिले प्रतिवेदन दिँदा पनि पर्सादेखि झापा र नवलपरासीदेखि कञ्चनपुरसम्म दुई प्रदेश बनाएको हो । चार वर्ष छलफल गरेरै प्रतिवेदन दिइएको हो । आयोग बन्यो । आयोगले पनि धेरै परिमार्जनसहित त्यसलाई बढायो । दुई वटा प्रदेशको अवधारणा त आइसक्यो । आयोग र संविधानसभाले पनि मानेकै हो ।

आन्दोलनको नाममा सिरिया बनाउने खेल हुँदैछ : प्रचण्ड

प्रचण्डले तराई मधेस आन्दोलनका नाममा मुलुकलाई पूर्वी पाकिस्तान र सिरिया बनाउने षड्यन्त्र भइरहेको आरोप लगाएका छन् ।

Uprendra Yadav, chairman of the Sanghiya Samajbadi Forum, criticized Sadbhawana's decision. "Sadbhawana should not declare protest unilaterally, it is a mistake."....... Mahto is currently undergoing treatment at Medanta Hospital in Gurgaon, near Delhi, for injuries received in a clash with the police at Biratnagar on 26 December. ...... In a series of protest programmes announced unilaterally by the Sadbhawana Party on Sunday, the party has said it will focus on non-violent activities like mass prayers in memory of deceased protestors, fasting, signature campaign and campaigns to internationalise Madhesi issues through social media.

The Morcha is scheduled to hold a meeting on Monday to effect changes in its mode of protest and was likely to lift protests and blockades at key Nepal-India border entry points

..... The latest development has raised serious questions over the political acumen of the agitating parties and a blame game has already begun. Following the Sadbhawana Party's decision, political experts aver that the development may weaken the over four-month-long protest in the Terai. ..... There is a massive pressure on the Madhesi Morcha to lift the blockade at the Nepal-India border as landlocked Nepal reels under a massive shortage of essentials including food, fuel and medicines...... Morcha leaders and party insiders said Sadbhawana Party's "unexpected decision" to lift the border-blockade means that Mahto is trying to convey the impression that his party alone was not objecting to lifting the blockade...... During a recent meeting of the Morcha, top leaders of other constituent parties were learnt to have criticised Mahto's unsuccessful attempt to disrupt the Biratnagar border entry-point.......

Mahto, on his part, has been accusing other Morcha leaders of staying in Kathmandu rather than leading the protests on the ground.

Nepal's Madhesi Morcha Has Not Split, Says Rajendra Mahto

An ailing Sadbhawana Party president Rajendra Mahto today stoutly denied that the Madhesi Morcha, an alliance of four parties of Nepal's Terai region demanding amendment to the country's statute, has split........ Mr Mahto's assertion came in the wake of media reports from Kathmandu that the Samyukta Loktantrik Madhesi Morcha, spearheading the over four-month-old protest, had split with Mr Mahto opting for continuing the agitation separately........ Speaking to IANS from his hospital bed in Medanta, in Gurgaon, near New Delhi, where he is recovering from injuries received in a clash with the police at Biratnagar on December 26, Mr Mahto said: "The Madhesi Morcha remains united and shall continue the struggle which it has been waging for the past more than four months."....... "Our struggle is historic and we shall achieve our goal... We are prepared to carry on our agitation for as long as it takes to secure our genuine demands...." ...... Mr Mahto reiterated the resolve that the planned agitation programme would be carried forward and denied that there was any change advised by him therein as reported in the Nepali media........ According to media reports from Kathmandu, the Sadbhawana Party was reported to have announced that it will focus on non-violent activities like mass prayers in memory of deceased protesters, fasting, signature campaign and campaigns to internationalise the Madhesi issue through social media.......... Mr Mahto said these activities were proposed by him to Madhesi protesters from his hospital bed in the BP Koirala Institute of Health Sciences at Dharan where he had been admitted for treatment of his injuries following the December 26 incident. "This was meant as an activity aimed at lending a peaceful touch to our agitation..." ........... Over 55 people, including agitators and police personnel, have been killed during the four months of the Madhesi agitation........... Nepal's Terai region stretches from the Mechi river in the east to the Mahakali river in the west and comprises Madhes in its eastern part and the tribal-dominated Tharuhat in the western region.

It has traditionally suffered immense discrimination from the Kathmandu-centric ruling elite that predominantly comprises the Brahmins (Bahuns) and Chhetris of the Nepal hills.

........ The major agitation demand is for the formation of two provinces in the Nepali Terai -- the Madhes extending from the Mechi river in the east to the Narayani river in mid-western Nepal and Tharuhat pradesh from the Narayani to the Mahakali river in the west. ....... The Madhesi protesters are demanding, among others, a redrawing of the boundaries of the provinces in the Himalayan nation as proposed in the new Constitution; and restoration of rights granted to Madhesis in the interim constitution of 2007 which the new charter has snatched away........ They also want representation in Parliament on the basis of population -- the Nepal Terai has almost 51 per cent of the country's population yet gets only one-third of seats in Parliament -- and proportional representation in government jobs.
