आफुभन्दा बढी उमेरका मधेशी–थारुलाई खसआर्यले तँ किन भन्छन् ?
तर थारु, मधेसी वा दलितलाई ठुला जात भनाउदा हरुले र खास गरी पहाडीहरुले उमेरले पाको होस वा बुद्धि र बिवेक ले परिपक्क होस उनिहरु लाई समेत तं र तिमी भनि नै सम्वोधन गर्छन्। ....... बाहुन, क्षेत्री वा पहाडीयाहरुको सानो बच्चाले एक जना थारु वा मधेसी वा दलित वृद्धालाई सम्वोधन गर्ने बोलचाल गर्दा खेरी उसले बोलाउने भाषा तँ नै भनेर बोल्छन। ...... थारु, मधेसी, दलितले सम्मान गरेर बोलेको बदलामा उसले अपमान जनक उपमा पाउने गर्छ। धेरै ठाउँमा मैले थारु, दलित र मधेसी समुदायले सम्मान गरेर बोले वाफत उसले तिरस्कार पूर्ण शब्द र बोलिले रोपिएको र हेपिएको पाएको छु। ..... आखिर थारु, मधेसी र दलितहरुलाई एक समान्य पहाडी, बाहुन र क्षेत्रीले कसरी हिम्मत गर्छ कि उनीहरुलाई तँ र तिम भनेर हेपेर बोलाउन? ऊ बाहुन वा क्षेत्री वा पहाडी भएकै कारणले थारु, मधेसी वा दलितलाई तँ भन्न कसरी सके होला? उसलाई अलिकति पनि लाज लाग्दैन त? आफू भन्दा ठूलालाई तँ र तिमी भनेर सम्वोधन गर्दा? हुनत यस्तो ब्यबहारमा क्रमीक सूधार हुंदैगएको छ तर आम रुपमा हुन सकेको भने छैन। ...... खास भन्ने हो भने त एक जना थारुलाई आफ्नो जीवनमा चाहिने सबै कुरा व्यवस्था गर्नसक्ने सिप र क्षमता हुन्छ। अहिले आएर पढाई वा अन्य नयाँ प्रविधिले उसलाई अज्ञानी वा निरक्षर बनाएको होला। ....... किन होला सबै काम गर्नेहरु, सिप भएकाहरु, पसिना बगाउनेहरु, उत्पादन गर्ने र देश दुनियालाई खाद्यान्नको व्यवस्थापन गर्नेहरु हाम्रो देशमा अपशब्दले सिंगारीन्छन्? के उनीहरुको राज्य सत्तामा पहुँच नभएर हो? वा उनीहरुको नीति निर्माणमा पहुँच नभएर हो? वा उनीहरुको आफ्नो राज्य नभएकाले हो? उनीहरुलाई सम्मान गरी सम्बोधन गर्दा ठूला जात भनाउँदाहरुको सम्मानमा आँच आउँछ? यी प्रश्नको उत्तर खोज्दै जाँदा धेरैले धेरै अर्थ लगाउँछन्। ......

थारु, मधेसी तथा दलितहरुले नेपालमा कहिले पनि शासन गरेका छैनन्।

त्यसैले पनि बोली भाषामा समेत शासक र शोषितबीच बोलिने भाषामा पनि प्रतिविम्वित भएको जानकारहरुको अभिब्यक्ति छ। ...... अर्काथरी जानकारहरुको अनुसार थारु मधेसी वा दलितहरुको आफ्नो राज्य नभएकोले यस्तो हून आएको भन्छन। उनिहरुको रास्ट्र छ राज्य छैन त्यसैले राज्य हुनेले राज्य नहुनेहरुलाई हेप्न सकेका हून र सदीयौ देखि थारु तथा मधेसीहरु हेपीदै आएका हुन भन्ने अर्थ्याउछन्। त्यसैले उनिहरुले थप तथ्य प्रस्तुत गरे की धेरै प्रमाण हरु छन की

कुनै पनि किचलो पर्दा, थारु वा मधेसी वा दलितहरुले मुद्धा हार्छन् र पहाडी मुलको मान्छेले मुद्दा जित्छन किन की राज्य उनिहरुको हो।

.......... धेरै उदाहरण छन्, झगडा हुँदा कुटाई, पिटाइ पनि खाने, छती पनि वेहोर्ने र उल्तै सजाय पनि ब्यहोर्नु त तराईका थारुहरुको नियतीनै भएको छ। दण्ड र जरिवाना र जेल सजाय पनि थारु तथा मधिसेहरुले नै पाएका छन। त्यसैले थारु, मधेसी र दलीहरु अन्याय सहेर बस्छन बरु अद्धा वा अदालत जाँदैनन। त्यसैले खस आर्य वा पहाडी मुलकाहरु ठुला भए र बाँकी थारु, मघेसी तथा दलीत र जनजातीहरु साना भए। कार्यालयको काम कै सिल शिलामा पहाडी मूलकाहरु कार्यालयमा जाँडाको व्यवहार र थारु वा मधेसी लाई गरिने व्यवहारले पनि शासक र शासीतको विचमा फरक प्रस्ट संग देखिन्छ। त्यसैले मधेसी, थारु र आदिवासी जनजातिले आरक्षण र संरक्षण भन्दा राज्यको माग गरेका होलान्। स्वायत्त राज्यमा आफ्नो पहुँच बढाउन सकिन्छ भन्ने आशा हुनु स्वभाविकै मान्न सकिन्छ। ......... आफुलाई सानो सम्भि्कने र जहिले पनि आफ्नो गल्ती नभए पनि स्वीकार्ने वा तलपर्ने त यी दमितहरुको बानी नै परेको हुन्छ। अन्याय, अत्याचार को कानुनि उपचार खोज्ने र त्यसको प्रतीकार गर्ने त परै जाओस्। ........ जव सम्म एक नेपाली ले आफ्नै देशमा सम्मान पुर्वक बाँच्न पाउदैन तव सम्म त्यो देशमा शान्ती हुँदैन। जव सम्म एक नेपालीले अर्को नेपालीको सम्मान गर्दैन र सम्मान गर्न सक्दैन तव सम्म देशमा द्धण्द चलिरहन्छ, द्धण्दको प्रकृती मात्र फरक हुन सक्छ। ......... गणतान्त्रिक नेपालको परिकल्पना पनि त्यही नै होला। जहाँ कानुनी राज्य होस, कानुन सबैका लागि वरावर होस् र सबैले ससम्मान बाँच्न पाउन तथा आफ्नो विकास तथा निर्माण गर्न पाउन। नया संविधानले त्यसको ग्यारेन्टी गरोस्।
Between Nepal and India: Echoes of 1971 in South Asia
The crisis in Nepal is eerily similar in some ways to Pakistan’s schism in 1971.
The Himalayan country of Nepal is undergoing one of the largest crises it has ever faced. ...... Over recent weeks, protests have erupted in Nepal, especially in its southern regions, killing many and bringing trade and transportation to a halt. ..... the chief problem with Nepal’s new constitution is the fact that it leaves almost forty percent to half of the country’s population unhappy, the people of the Terai or Madhesh. Terai means “plains,” and the Nepalese Terai is a low-lying belt parallel to Nepal’s southern border with the Indian states of Bihar and Uttar Pradesh, home to about half of its population. The people of Madhesh speak languages that are closely related to or are dialects of the Hindi spoken across the border (the lingua franca of the Terai is Hindi) such as Awadhi, Tharu, Maithili, and Bhojpuri. ....... 1768. In this process,

the terai also became part of Nepal whereas it had previously been part of or tributary to the various kingdoms and empires of the Ganges Valley in northern India, including the Mughal Empire until its disintegration.

........ the Madheshis often being seen as not true Nepali citizens but as “naturalized citizens,” with many thought of as immigrants from India. Millions of Nepali citizens, especially those from Madhesh, live and work in India. ...... Nepal’s new constitution is discriminatory towards Madhesis because of its provisions for office and citizenship ....... Nepal is thus in the throes of a crisis where two groups of roughly equal size cannot agree on an equitable distribution of power; rather one dominates the other. This situation is not too dissimilar from that of Pakistan in 1971, where the militarily and politically dominant elites in West Pakistan dominated the slightly more populous East Pakistan (today’s Bangladesh).

As in 1971, the elite group, instead of making concessions, is cracking down, violently on half of its nation.

......... India could face a major refugee crisis if things get worse. ...... if a solution is not found, the 1971 scenario may also unfold in Nepal. This would lead to the detachment of the terai from Nepal and its union with India. This would not at all be a bad scenario for India since it would alleviate India’s geographic insecurity by pushing its border north and further away from its heartland. The development would also widen the very narrow Siliguri Corridor that connects India’s northeast with the rest of the country. Because of India’s regional power and good relations with both the United States and Russia, it is unlikely to be reprimanded in all but the most minor manner for such an action, especially if it is legalized in a subsequent referendum or treaty, the precedence for which has already been created in Kosovo and the Crimea. ....... the union of the terai with India is just too vital to India’s security to pass up, if the chance comes where such a thing can occur. .......... There are many, many benefits to being a part of India in terms of access to larger markets and more opportunities as well as being part of a federation that allows genuine autonomy. It is for this reason that when given the choice, the ethnic Nepali-majority population of Sikkim opted for union with India and not Nepal in 1975. It is likely that most of the people of Madhesh would prefer union with India than to remain in Nepal. The loss of Madhesh could even bring what would then be an even smaller and poorer rump Nepal into India, but this remains to be seen. If not, this rump Nepal would probably drift into the Chinese camp to an extent but not fully as it would still be dependent on India for trade. And if Nepal did drift into the Chinese camp, it would not be much of a problem because with much of its former territory part of India, India would achieve a net security gain. .......

Nepal should avoid Pakistan’s mistakes in 1971, but if it doesn’t, India should remember the deeds it wrought that year.

PROBLEM IN MADHES

Many feel that it is being sponsored by India and that if it can be appeased, the dust will settle. Another group feels that the protests are taking place solely because the protestors have not read the constitution. Yet another group feels that it is only the vocal minority who are on the streets, and hence, the Madhesis can be tired out.

All these assessments are deeply problematic.

India’s action may have made the movement more complicated, but it was primarily the result of the fast-tracked constitution that failed to incorporate the people’s aspirations. The agitation started before the constitution was promulgated when India’s role had not yet become apparent............. All the protestors may not have gone through every point in the 186-page document by downloading it from the website of the Legislature Parliament—this is true for its defenders too—but they know what it feels like when proportional representation is cut down to 40 percent from the previous 60 percent.

Those downplaying the scale and strength of the movement are at best the unfortunate ones who probably do not have the time and will to read the ground reports.

Nepal has always sought India’s role at momentous points in its country’s history—be it in 1950, 1990 or 2006. The Rookmangud Katuwal episode is the latest one, when even the staunchest defenders of the current Oli dispensation had smiled at India’s role.

.......... Let us accept the fact that the constitution was supposed to usher in peace, harmony and equality, but that just did not happen. In reality, we ended up making our society even more polarised. Dozens of precious lives have been lost, most of which could have been saved if the security personnel had exercised a little restraint. The already tottering economy has been hit hard once again, and public life is becoming increasingly difficult. Now, we are living at the threshold of breaking a delicately balanced ethnic harmony........ There has not been even a single public address by the Prime Minster, let alone an hour-long hop to the agitating districts. ....... Nepal’s civil society could have done more to pressurise the government to hold sincere talks instead of organising a ‘Chhyama puja’ at Pashupatinath and

baselessly attacking the report of Human Rights Watch.
