अिहले जुन िकिसमले नेपाली काँग्रेसले देशलाई जबरजस्ती गलत तिरकाले चुनावमा लान खोिजरहेको त्योनेपाली काँग्रेसको गायब भइसकेको राजनीितक धरातलका बाबजुद देशमा नेपाली काँग्रेसकै वर्चस्व कायमराख्न खोज्ने प्रयास होराजा धराशयी भइसकेको अवस्थामा देशमा status quo भनेको नेपाली काँग्रेस होमधेशीले अाफ्नो अिधकार कोसँग मागेको भन्दा नेपाली काँग्रेससँग, जनजाितले अाफ्नो अिधकार कोसँगमागेको भन्दा नेपाली काँग्रेससँग, दिलतले अाफ्नो अिधकार कोसँग मागेको भन्दा नेपाली काँग्रेससँग, मिहलाले अाफ्नो अिधकार कोसँग मागेको भन्दा नेपाली काँग्रेससँग

दिलतहरूको अाफ्नै पार्टी खुल्नुपर्छ भन्ने मेरो धारणा हो, मायावतीको बहुजन समाज पार्टी जस्तोतरदिलतलाई माअोवादीले जित अरू कुनै पिन ठुलो पार्टीले नउकासेको यथार्थ त्यसको स्रेय तीनलाई जान्छनैसही कुरालाई सही भन्नुपर्छ

Tarai groups declare ceasefire for Eid, Dashain Madhesi Mukti Tigers (MMT), an armed group in the tarai, announced a ceasefire beginning Sunday. According to a statement issued by the group's "military commander" Chattan, they stopped all military activities considering the Dashain and Eid festivals. The ceasefire will be in effect till October 25, the MMT statement said. The Jwala Singh-led Janatantrik Tarai Mukti Morcha (JTMM-J) and another faction of the JTMM -- Samyukta Janatantrik Tarai Mukti Morcha -- have already declared ceasefire in view of the Hindu and Muslim festivals.

  10. Proposing a three state federalism: Terai, Eastern Hills, Western Hills. Capitals: Narayanghat, Pokhara, Kathmandu. Four layers of government: central, state, district, town/village. Retain the 75 districts. Give much more power to the districts. Directly elected Mayor, District Chairperson, Governor and President.
  11. Step 1: Unify the Anandi, and the MJF. Step 2: Hold direct peace talks with Jwala, Goit, Tiger, cobra and all the rest of the violent Madhesi groups, don't wait for the government to do so. Tell them to hold down their guns and allow for elections and extend moral support to us during the elections and we will form government after elections and hold respectful peace talks with all of them.)
  12. Step 3: Unification with the Janajati and Dalit of the hills. Ratio will be 2:1. The unified Sadbhavana will get two seats for every seat they get in the central committee. The goal is to contest in all 240 constituencies if possible. If not, we stick to the 120 in the Terai.
  13. 43 member Central Committee: 29 Sadbhavana, 14 for hill Janajati and Dalit if they come. They also get a Vice President.
  14. Step 4: We poach all the big parties for their Madhesis. Every Madhesi MP who comes along gets a guaranteed ticket for the election, and a potential seat on the party central committee.

If we do this, we become the largest party in the constituent assembly. If we don't, the Congress, the UML, and the Maoists will continue to call all the shots in the country.

If 100 Madhesi leaders can not change and do this much, why should they expect 1 crore Madhesis to change and vote for them?

  1. The Maoists agree to put all their cadres through a three day course on the Universal Declaration of Human Rights. They completely obey all elements of the peace agreements.
  2. The YCL no longer engages in law enforcement acts.
  3. All seized land and property is neither kept with the current tillers, nor handed back to the original owners. Instead is kept in limbo, its fate to be decided by the first elected government after the country gets a new constitution.

If the Sadbhavana and the Communists can do this much, that guarantees that the Congress will no longer be the ruling party after the elections in November. If Nepal ends up with one communist party and it becomes a multi-party democracy of state funded parties, Nepal is going to shake both India and China.

Bill On Political Parties


Bill on Political Parties presented; parties to be barred from organising bandh NepalNews it will now be illegal for political parties to announce bandh ..... the bill proposes against wall-painting, pasting and graffiti-writing by parties on private properties without owners' consent. They are also asked not to vandalise public or private properties when organising their programs ..... prohibits the parties from enlisting corrupt persons, black-listed defaulters and those declared bankrupt by the court, as their members. It asks parties to make their executive committees inclusive and properly keep asset lists of their office-bearers. ....... The bill also proposes that the state provide grants to the parties based on the votes they garner. Parties that garner at least one percent of votes in the national elections will be granted with proportional amount of resources. It has also made provisions regarding the donations or financing of the parties by national or international government, organisations or individuals. ...... the bill makes it mandatory for parties to submit signatures of 10,000 people if they want to be registered at the Election Commission (EC). This provision, however, will not be applicable to the parties that are represented in the current parliament. ...... The parties will have to audit their financial transactions and present the report to the EC within six months of the completion of a fiscal year. The EC can impose fines on the parties who do not abide by this provision.

  1. Making it illegal to organize bandh is aimed at the Madhesi Janajati Movement. This reminds one of the royal dictatorial regime. This should be left a challenge for the political culture. We have to end up being a country where it is no longer necessary to organize bandhs. The political process itself should deliver. The Home Minister's resignation is essential to cultivating such a culture.
  2. This provision is offensive. Instead the Khas folks in power should address the genuine concerns of the Madhesi, and the Janajati.
  3. Asking the parties to make their central committees is not specific enough. There have to be numbers and percentages involved. If this provision is fair enough, there would be no need for separate Madhesi, Janajati movements.
  4. Granting parties money in direct proportion to votes they earn is great. This is my personal number one agenda item.
  5. A party having to get 1% of the votes to be recognized is great. 5% has been too high a bar.
  6. "(P)rovisions regarding the donations or financing of the parties by national or international government, organisations or individuals" is outrageous. This will fundamentally disfigure the national decision making processes. Parties have to be state funded. And there should be no other source of funding.
  7. Making the parties submit their book keeping to the Election Commission is great. The next logical step is that such book keeping should simply be made public.
The Major Challenge Of The Madhesi Janajati Movement

Ultimately the goal has to be to form a political party in which the Madhesi and the Janajati are clearly in the leadership positions.
