The Himalayan Catastrophe: Nepal’s Flash Flood and the Urgent Need to Prepare for What Comes Next

On the morning of August 26, 2026, a massive section of glacier high in the Himalayas near the Nepal-Tibet border collapsed. What began as an ice-and-rock avalanche at around 5,200 meters elevation cascaded nearly 1,200 meters into the valley, generating seismic signals initially mistaken for a magnitude 4.4–5.2 earthquake. The debris temporarily dammed the Lhende Khola (a tributary feeding the Bhote Koshi/Bhotekoshi River system), then gave way in a catastrophic surge of water, mud, rock, and ice.

The resulting wall of material traveled at speeds approaching 50 meters per second, extending more than 20 kilometers and ultimately racing nearly 170 kilometers downstream into Nepal. Water levels on the Trishuli River rose by as much as 7–9 meters in just 30 minutes. Villages, bridges, roads, and hydropower infrastructure were obliterated. At least 19 bridges and about 40 kilometers of roads vanished. Multi-story buildings were reduced to rubble; vehicles and people were swept away like debris.

By August 27, the confirmed death toll stood at roughly 360–390 (around 359 in Nepal and 3 in Tibet), with more than 1,300–1,500 people missing across both sides of the border. Hundreds of the missing are foreign nationals—pilgrims and trekkers from India (roughly 177–290), the United States (around 63), Malaysia, Australia, Britain, Canada, Ukraine, and more than two dozen other countries—many traveling the popular route linking Kathmandu with Lhasa and sacred sites such as Mount Kailash. Thousands more have been displaced. Districts including Rasuwa, Nuwakot, Dhading, Gorkha, Chitwan, Tanahun, and Nawalparasi bore the brunt. Hydropower capacity took a significant hit (hundreds of megawatts offline). UNICEF reported at least 17,000 children affected in the hardest-hit areas, with more than a dozen children confirmed dead and many more unaccounted for.

Rescue teams from the Nepalese Army, police, and Chinese counterparts have deployed helicopters, drones, and search dogs. Helicopters are dropping supplies to cut-off communities while recovering bodies carried into the plains. Chinese Premier Li Qiang visited the Tibet side. Yet damaged roads, high river levels, and thick mud have severely hampered efforts. Survivors describe the flood arriving “like a bomb” or an inland tsunami.

A fresh and immediate danger looms. Debris has blocked rivers on both sides of the border, forming unstable barrier lakes. Nepal’s disaster authority has warned that a lake on the Bhotekoshi is rising and at risk of bursting. China reports that millions of cubic meters of water are pooling into another dammed lake, with peak risk expected in the coming days. Authorities on both sides have urged people to stay away from riverbanks.

I open Twitter (X) and scroll. My feed is saturated with tech: AI models, startups, product launches, the usual Silicon Valley churn. The Nepal flood devastation might as well have happened on another planet. Zero mention. Absolute silence. On Facebook, by contrast, it is everywhere—raw videos, desperate appeals, family photos of the missing, mutual-aid posts. Respect, Facebook. In that moment the platforms reveal their different priorities and different publics.

I have zero doubt that the Government of Nepal will put its best foot forward on the rescue and relief missions. Nepal’s people and institutions have repeatedly shown resilience after earthquakes, monsoons, and past glacial events. The focus now must be on saving lives and supporting survivors.

Yet we must also take the long view.

It is tempting—and unfair—to blame Nepal for lacking a sophisticated early-warning system. Nothing on this scale has struck this particular corridor in living memory. Nepal is a relatively small and resource-constrained country. China is vast and wealthy, yet even there a six-story government building was tossed aside “like paper in a hurricane.” The initial blockage of ice and rock, and the subsequent lake formation, were captured by satellites. Because the high-altitude zone near the collapse had little or no permanent human habitation, the signals went unheeded until the surge reached populated valleys.

China and Nepal share this fragile Himalayan frontier. They need to collaborate urgently, using artificial intelligence to continuously analyze satellite imagery, radar, and optical feeds for signs of glacial instability, ice-rock avalanches, and nascent barrier lakes. We can—and should—expect more of these events. The Himalayas hold thousands of glaciers and glacial lakes; many are growing more unstable as temperatures rise and ice loses structural support on steep slopes. Similar, smaller-scale surges have already occurred in recent years across the region.

Pointing fingers at historical emissions from North America, Europe, or China will not reverse the physics of the present moment. Climate change is real, and sustained efforts to limit further warming remain essential. That is a parallel and necessary conversation. The immediate reality is that these compound hazards—glacier collapse, debris flow, temporary damming, sudden outburst—will recur with greater frequency in the years and decades ahead. We must prepare.

1. A robust, shared early-warning system

The foundation should be continuous AI-driven monitoring of satellite data (optical, synthetic-aperture radar, and thermal) combined with ground sensors where feasible. Algorithms can flag rapid changes in glacier termini, ice thickness, slope movement, and the appearance or expansion of barrier lakes within hours rather than days. Real-time alerts would flow to joint Nepal-China operations centers, then to downstream communities via multiple redundant channels: SMS, sirens, mobile apps, radio, and community networks.

We need a standardized intensity scale analogous to the Richter or Moment Magnitude scale for earthquakes. A “4.0” event might produce localized flooding with limited damage; a “7.0” or “8.0”—what we just witnessed—would signal a region-wide, high-velocity debris surge capable of destroying infrastructure tens or hundreds of kilometers downstream. Public communication of such a scale would allow rapid, tiered responses: immediate evacuation of river corridors for higher magnitudes, targeted warnings for lower ones. The system must also incorporate hydrological modeling that predicts travel time and peak stage at key points along the Bhote Koshi, Trishuli, and further downstream rivers.

2. Controlled intervention and risk reduction

When monitoring indicates a glacial lake or barrier lake is approaching critical levels, engineering teams should be prepared to conduct controlled releases during lower-flow periods. Techniques already used elsewhere—siphons, tunnels, carefully managed notching of moraine dams—can reduce volume before an uncontrolled breach occurs. These operations carry their own risks and require precise on-site assessment, international technical cooperation, and environmental safeguards. They are far preferable to waiting for a catastrophic failure.

3. Honest conversation about human settlement

River valleys have always been preferred places for settlement—fertile land, transport routes, water, and hydropower potential. That pattern holds across the Himalayas, the Andes, the Alps, and throughout human history. Convincing entire communities to abandon ancestral valleys is extraordinarily difficult, often impossible in the short term. Yet a deliberate planning conversation is overdue. After the 2015 Gorkha earthquake, thoughtful proposals emerged for new urban centers, including ideas for a large planned city near the proposed Nijgadh airport that could eventually accommodate a significant share of Nepal’s population on safer ground while relieving pressure on the Kathmandu Valley. Similar long-term spatial planning—identifying lower-risk zones, strengthening building codes in remaining valley settlements, protecting critical infrastructure with elevated designs or redundant routes, and creating rapid-evacuation corridors—must now be accelerated.

This disaster is not an isolated tragedy. It is a preview. The glaciers will continue to respond to a warming atmosphere. Barrier lakes will form and fail. Debris flows will race down steep Himalayan valleys. The difference between catastrophe and manageable loss will increasingly depend on how quickly we build shared monitoring, clear warning scales, engineering readiness, and realistic land-use planning across the Nepal-China border and throughout the wider Hindu Kush-Himalaya region.

Rescue and recovery come first. Solidarity with the families searching for loved ones, the communities buried in mud, and the rescuers working under dangerous conditions is non-negotiable. After that, the long view: detect earlier, warn faster, intervene where possible, and plan more deliberately for a mountain landscape that is changing beneath our feet.




हिमाली विपत्ति: नेपालको बाढी र आउने दिनका लागि तयारीको जरुरी

२०२६ अगस्ट २६ को बिहान नेपाल-तिब्बत सीमा नजिक हिमालयमा ग्लेसियरको ठूलो भाग भत्कियो। करिब ५,२०० मिटर उचाइबाट बरफ र चट्टानको हिमस्खलन लगभग १,२०० मिटर तल खसेर सुरुमा ४.४–५.२ म्याग्निच्युडको भूकम्प जस्तो भूकम्पीय संकेत उत्पन्न गर्‍यो। मलबाले लेन्दे खोला (भोटे कोशी/भोटेकोशी नदी प्रणालीको सहायक नदी) लाई अस्थायी रूपमा रोक्‍यो, त्यसपछि पानी, हिलो, चट्टान र बरफको विनाशकारी बाढीको रूपमा फुट्यो।

यो पदार्थको पर्खाल करिब ५० मिटर प्रति सेकेन्डको गतिमा २० किलोमिटरभन्दा बढी यात्रा गर्‍यो र अन्ततः नेपालमा लगभग १७० किलोमिटर तलसम्म पुग्यो। त्रिशूली नदीको पानीको स्तर मात्र ३० मिनेटमा ७–९ मिटरसम्म बढ्यो। गाउँहरू, पुलहरू, सडकहरू र जलविद्युत पूर्वाधार नष्ट भए। कम्तीमा १९ वटा पुल र करिब ४० किलोमिटर सडक हराए। बहुमंजिला भवनहरू भग्नावशेषमा परिणत भए; सवारी साधन र मानिसहरू मलबा जस्तै बगे।

अगस्ट २७ सम्ममा पुष्टि भएको मृत्यु संख्या करिब ३६०–३९० (नेपालमा करिब ३५९ र तिब्बतमा ३) पुगेको थियो भने सीमाका दुवै पक्षमा १,३००–१,५०० भन्दा बढी व्यक्ति बेपत्ता थिए। बेपत्तामध्ये सयौं विदेशी नागरिक छन्—भारत (करिब १७७–२९०), संयुक्त राज्य अमेरिका (करिब ६३), मलेसिया, अस्ट्रेलिया, बेलायत, क्यानडा, युक्रेन र दुई दर्जनभन्दा बढी अन्य देशका तीर्थयात्री र ट्रेकरहरू—धेरैजसो काठमाडौंलाई ल्हासा र कैलाश पर्वत जस्ता पवित्र स्थलसँग जोड्ने लोकप्रिय मार्गमा यात्रा गर्नेहरू। हजारौं विस्थापित भएका छन्। रसुवा, नुवाकोट, धादिङ, गोरखा, चितवन, तनहुँ र नवलपरासी जस्ता जिल्लाहरू सबैभन्दा प्रभावित भए। जलविद्युत क्षमतामा ठूलो क्षति पुग्यो (सयौं मेगावाट अफलाइन)। युनिसेफले सबैभन्दा प्रभावित क्षेत्रमा कम्तीमा १७,००० बालबालिका प्रभावित भएको र एक दर्जनभन्दा बढी बालबालिकाको मृत्यु पुष्टि भएको र धेरै बेपत्ता रहेको रिपोर्ट गरेको छ।

नेपाली सेना, प्रहरी र चिनियाँ पक्षका उद्धार टोलीहरूले हेलिकोप्टर, ड्रोन र खोजी कुकुरहरू परिचालन गरेका छन्। हेलिकोप्टरहरूले विच्छेद भएका समुदायहरूमा राहत सामग्री खसालिरहेका छन् भने मैदानमा बगेका शवहरू उठाउँदै छन्। चिनियाँ प्रधानमन्त्री ली छियाङ तिब्बत पक्षमा पुगे। तर क्षतिग्रस्त सडक, उच्च नदी स्तर र बाक्लो हिलोले प्रयासलाई गम्भीर रूपमा बाधा पुर्‍याएको छ। बाँचेकाहरूले बाढी “बम जस्तै” वा भित्री सुनामी जस्तै आएको वर्णन गरेका छन्।

नयाँ र तत्काल खतरा मडारिरहेको छ। दुवै पक्षमा मलबाले नदीहरू रोकेर अस्थिर बाँधतालहरू बनेका छन्। नेपालको विपद् प्राधिकरणले भोटेकोशीमा बनेको ताल बढ्दै गएको र फुट्ने जोखिम रहेको चेतावनी दिएको छ। चीनले अर्को बाँधतालमा लाखौं घनमिटर पानी जम्मा हुँदै गएको र आगामी दिनहरूमा चरम जोखिम रहने रिपोर्ट गरेको छ। दुवै पक्षका अधिकारीहरूले नदीकिनारबाट टाढा रहन आग्रह गरेका छन्।

म ट्विटर (एक्स) खोल्छु र स्क्रोल गर्छु। मेरो फिड टेकले भरिएको छ: एआई मोडेल, स्टार्टअप, उत्पादन लन्च, सिलिकन भ्यालीको सामान्य चहलपहल। नेपालको बाढी विनाश अर्को ग्रहमा भएको जस्तो लाग्छ। कुनै उल्लेख छैन। पूर्ण मौनता। फेसबुकमा भने यो सर्वत्र छ—कच्चा भिडियो, हताश अपील, बेपत्ताका परिवारका फोटो, पारस्परिक सहयोगका पोस्ट। सम्मान, फेसबुक। त्यस क्षणमा प्लेटफर्महरूले आफ्ना फरक प्राथमिकता र फरक जनसमुदाय प्रकट गर्छन्।

मलाई नेपाल सरकारले उद्धार र राहत अभियानमा आफ्नो उत्कृष्ट प्रयास गर्नेछ भन्ने शून्य शंका छैन। नेपालका जनता र संस्थाहरूले भूकम्प, मनसुन र विगतका हिमनदी घटनापछि बारम्बार लचिलोपन देखाएका छन्। अहिलेको ध्यान ज्यान जोगाउने र बाँचेकालाई सहयोग गर्नेमा हुनुपर्छ।

तर हामीले दीर्घकालीन दृष्टिकोण पनि लिनुपर्छ।

नेपाललाई परिष्कृत पूर्वचेतावनी प्रणाली नभएको भनेर दोष दिन आकर्षक—र अन्यायपूर्ण—लाग्छ। यस विशेष कोरिडोरमा यस स्तरको घटना जीवित स्मृतिमा कहिल्यै भएको थिएन। नेपाल अपेक्षाकृत सानो र स्रोत-सीमित देश हो। चीन विशाल र धनी छ, तैपनि त्यहाँ पनि छ-तले सरकारी भवन “आँधीमा कागज जस्तै” उडाइयो। बरफ र चट्टानको प्रारम्भिक अवरोध र त्यसपछिको ताल निर्माण उपग्रहले खिचेको थियो। भत्किएको उच्च उचाइको क्षेत्रमा स्थायी मानव बस्ती कम वा शून्य भएकाले संकेतहरू बस्तीयुक्त उपत्यकासम्म बाढी नपुग्दासम्म बेवास्ता भए।

चीन र नेपालले यो कमजोर हिमाली सीमा साझा गर्छन्। उनीहरूले कृत्रिम बुद्धिमत्ता प्रयोग गरी उपग्रह छवि, रडार र अप्टिकल फिडहरू निरन्तर विश्लेषण गरी हिमनदी अस्थिरता, बरफ-चट्टान हिमस्खलन र नवजात बाँधतालका संकेतहरू पत्ता लगाउन तत्काल सहकार्य गर्नुपर्छ। यस्ता घटनाहरू थप हुने अपेक्षा गर्न सकिन्छ—र गर्नुपर्छ। हिमालयमा हजारौं हिमनदी र हिमनदी तालहरू छन्; तापक्रम बढ्दै जाँदा र ठाडो भिरमा बरफले संरचनात्मक समर्थन गुमाउँदा धेरै अस्थिर बन्दै गएका छन्। यस क्षेत्रमा हालका वर्षहरूमा समान, साना स्तरका उछालहरू पहिले नै भइसकेका छन्।

उत्तर अमेरिका, युरोप वा चीनका ऐतिहासिक उत्सर्जनतिर औंला ठड्याउँदा वर्तमान क्षणको भौतिक विज्ञान उल्टिने छैन। जलवायु परिवर्तन वास्तविक हो, र थप तापक्रम सीमित गर्ने निरन्तर प्रयास आवश्यक छ। त्यो समानान्तर र आवश्यक कुराकानी हो। तत्कालको वास्तविकता यो हो कि यी संयुक्त खतराहरू—हिमनदी भत्किनु, मलबा प्रवाह, अस्थायी बाँध, अचानक फुट्नु—आउने वर्ष र दशकहरूमा बढी बारम्बार हुनेछन्। हामीले तयारी गर्नुपर्छ।

१. बलियो, साझा पूर्वचेतावनी प्रणाली

आधार उपग्रह डेटा (अप्टिकल, सिंथेटिक एपर्चर रडार र थर्मल) को निरन्तर एआई-संचालित निगरानीसँग सम्भव भएसम्म जमिन सेन्सरहरूको संयोजन हुनुपर्छ। एल्गोरिदमले हिमनदी टर्मिनस, बरफ मोटाई, भिर चाल र बाँधतालको उपस्थिति वा विस्तारमा द्रुत परिवर्तनहरू घण्टाभित्र (दिनभित्र होइन) चिन्हित गर्न सक्छ। वास्तविक-समय अलर्टहरू संयुक्त नेपाल-चीन सञ्चालन केन्द्रहरूमा बग्नेछन्, त्यसपछि डाउनस्ट्रीम समुदायहरूमा बहुवैकल्पिक च्यानलहरू मार्फत: एसएमएस, साइरन, मोबाइल एप, रेडियो र सामुदायिक सञ्जाल।

हामीलाई भूकम्पका लागि रिच्टर वा मोमेन्ट म्याग्निच्युड स्केल जस्तै मानकीकृत तीव्रता स्केल चाहिन्छ। “४.०” घटनाले सीमित क्षतिको स्थानीय बाढी उत्पादन गर्न सक्छ; “७.०” वा “८.०”—हामीले भर्खरै देख्यौं—ले दशौं वा सयौं किलोमिटर तल पूर्वाधार नष्ट गर्न सक्षम उच्च-वेग मलबा उछालको क्षेत्र-व्यापी संकेत दिनेछ। यस्तो स्केलको सार्वजनिक सञ्चारले द्रुत, स्तरित प्रतिक्रियाहरू अनुमति दिनेछ: उच्च म्याग्निच्युडका लागि नदी कोरिडोरको तत्काल खाली, कमका लागि लक्षित चेतावनी। प्रणालीले भोटे कोशी, त्रिशूली र थप डाउनस्ट्रीम नदीहरूका प्रमुख बिन्दुहरूमा यात्रा समय र चरम स्तर भविष्यवाणी गर्ने जलविज्ञान मोडलिङ पनि समावेश गर्नुपर्छ।

२. नियन्त्रित हस्तक्षेप र जोखिम न्यूनीकरण

निगरानीले हिमनदी ताल वा बाँधताल महत्वपूर्ण स्तर नजिक पुगेको संकेत गर्दा, इन्जिनियरिङ टोलीहरू कम प्रवाह अवधिमा नियन्त्रित रिलिज गर्न तयार हुनुपर्छ। अन्यत्र प्रयोग भइसकेका प्रविधिहरू—साइफन, सुरुङ, मोरेन बाँधको सावधानीपूर्वक व्यवस्थापन गरिएको नचिङ—अनियन्त्रित फुट्नु अघि आयतन घटाउन सक्छन्। यी सञ्चालनहरूमा आफ्नै जोखिम हुन्छन् र सटीक स्थलगत मूल्याङ्कन, अन्तर्राष्ट्रिय प्राविधिक सहकार्य र वातावरणीय सुरक्षा आवश्यक पर्छ। विनाशकारी विफलताको प्रतीक्षा गर्नुभन्दा यी धेरै राम्रा हुन्।

३. मानव बस्तीबारे इमानदार कुराकानी

नदी उपत्यकाहरू सधैं बसोबासका लागि मनपर्ने स्थान रहँदै आएका छन्—उर्वर भूमि, यातायात मार्ग, पानी र जलविद्युत क्षमता। यो ढाँचा हिमालय, एन्डिज, आल्पस र मानव इतिहासभर लागू हुन्छ। सम्पूर्ण समुदायलाई पुर्ख्यौली उपत्यका छोड्न राजी गराउनु अत्यन्त कठिन, छोटो अवधिमा प्रायः असम्भव छ। तर जानबूझकर योजनाबद्ध कुराकानी ढिलो भइसकेको छ। २०१५ को गोरखा भूकम्पपछि नयाँ शहरी केन्द्रहरूका लागि विचारशील प्रस्तावहरू आए, जसमा प्रस्तावित निजगढ विमानस्थल नजिक ठूलो योजनाबद्ध शहरको विचार समावेश थियो जसले अन्ततः नेपालको जनसंख्याको महत्वपूर्ण अंशलाई सुरक्षित भूमिमा बसाइँ सार्न र काठमाडौं उपत्यकामा दबाब कम गर्न सक्थ्यो। समान दीर्घकालीन स्थानिक योजना—कम जोखिम क्षेत्र पहिचान, बाँकी उपत्यका बस्तीहरूमा भवन संहिता सुदृढ, महत्वपूर्ण पूर्वाधारलाई उचाइ डिजाइन वा वैकल्पिक मार्गले संरक्षण, र द्रुत खाली कोरिडोर सिर्जना—अब तीव्र पार्नुपर्छ।

यो विपत्ति एक्लो त्रासदी होइन। यो पूर्वावलोकन हो। हिमनदीहरू तातो वायुमण्डलमा प्रतिक्रिया दिइरहनेछन्। बाँधतालहरू बन्ने र फुट्नेछन्। मलबा प्रवाहहरू ठाडो हिमाली उपत्यकाहरूबाट दौडिनेछन्। विपत्ति र व्यवस्थापनयोग्य क्षतिको बीचको भिन्नता नेपाल-चीन सीमा र व्यापक हिन्दुकुश-हिमालय क्षेत्रभर साझा निगरानी, स्पष्ट चेतावनी स्केल, इन्जिनियरिङ तयारी र यथार्थपरक भूमि-उपयोग योजना कति चाँडो निर्माण गर्छौं भन्नेमा बढ्दो निर्भर हुनेछ।

उद्धार र पुनःप्राप्ति पहिलो आउँछ। प्रियजन खोजिरहेका परिवारहरू, हिलोमा गाडिएका समुदायहरू र खतरनाक अवस्थामा काम गरिरहेका उद्धारकर्ताहरूप्रति ऐक्यबद्धता अपरिहार्य छ। त्यसपछि दीर्घकालीन दृष्टिकोण: चाँडो पत्ता लगाउने, छिटो चेतावनी दिने, सम्भव भएसम्म हस्तक्षेप गर्ने, र हाम्रा खुट्टा मुनि परिवर्तन हुँदै गएको पर्वतीय परिदृश्यका लागि बढी जानबूझकर योजना बनाउने।

कल्पना गर्नुहोस् — नेपाल बिना हिउँको हिमालहरूका।
कल्पना गर्नुहोस् — माछापुच्छ्रे शिखर बिना सेतो मुकुटको।
कल्पना गर्नुहोस् — सुकिरहेका नदीहरू, बर्बाद हुँदै गएका खेतहरू, र मानिसहरू भोक होइन, तिर्खाले मर्न थालेका।

यो कुनै कल्पना होइन। यो कडो वास्तविकता हो।

ICIMOD (International Centre for Integrated Mountain Development) जस्ता ख्यातिप्राप्त अनुसन्धान संस्थाहरूका अनुसार,
२०९० सालसम्म नेपालका हिमाली क्षेत्रका ७५% हिउँ हराउनेछ।
र केही क्षेत्रमा त यो प्रक्रिया पहिले नै सम्पन्न भइसकेको छ — माछापुच्छ्रे पर्वतले २०२४ मै आफ्नो १००% हिउँ गुमाइसकेको छ।

अब प्रश्न उठ्छ — यस्तो भयो किन?
र, अझ महत्वपूर्ण — अब हामी के गर्न सक्छौं?


🔍 नेपाली हिमालयलाई कसले पगाल्दैछ?

यो प्रकोप टाढाबाट होइन, हामीकै सहर, हाम्रै नीति, र हाम्रै जीवनशैलीबाट सुरु भएको हो।
मुख्य कारणहरू यस्ता छन्:

1. जनसंख्या विस्फोट र सहरीकरण

काठमाडौं, पोखरा, जनकपुर जस्ता प्रमुख सहरहरू अत्यधिक भीडभाड, ट्राफिक र वायु प्रदूषणको केन्द्र बनेका छन्।

In the absence of an efficient public transportation system, almost every Nepali household owns a two-wheeler. Motorcycles, scooters, and diesel vehicles dominate our roads, releasing toxic emissions that accelerate global warming and melt the glaciers that feed our rivers.

3. Deforestation and Forest Fires

The hills and plains (Terai) of Nepal have witnessed relentless deforestation—whether through timber extraction, agricultural expansion, or seasonal wildfires. Forests act as natural carbon sinks, and their destruction weakens Nepal’s ability to regulate climate and store water.

4. Industrial Pollution from China and India

Nepal may be small, but it is trapped between two industrial giants—China and India. China’s factories and India’s coal-based energy plants release massive amounts of greenhouse gases into the atmosphere, directly affecting air and temperature patterns in the Himalayan region.

5. Policy Paralysis and Government Inaction

Despite bold declarations like “Net Zero by 2045,” the Nepali government has taken little meaningful action to combat climate change. Policies remain on paper, while emissions, logging, and urban sprawl continue unchecked.

    जल उपयोग की दक्षता बढ़ाने के लिए बुनियादी ढाँचे और व्यवहार में सुधार आवश्यक है।

  • जन सहभागिता:
    स्थानीय समुदायों को शिक्षित करना और उन्हें समाधानों का हिस्सा बनाना स्थायी परिणाम देगा।


एकजुट जन आंदोलन की आवश्यकता

इस संकट का सामना करने के लिए केवल सरकारी नीतियाँ काफी नहीं होंगी।
हमें समाज के हर स्तर पर जन आंदोलन की आवश्यकता है — नीति-निर्माताओं, नागरिक संगठनों, स्कूलों, और व्यक्तिगत स्तर पर।
जलवायु परिवर्तन सीमाओं को नहीं मानता, इसलिए अंतरराष्ट्रीय सहयोग भी अत्यंत आवश्यक है।

हिमालयी ग्लेशियरों का पिघलना एक गंभीर चेतावनी है।
यह केवल पर्यावरण की बात नहीं है — यह जल, खाद्य, ऊर्जा और मानव जीवन की सुरक्षा की बात है।
आज लिए गए निर्णय यह तय करेंगे कि दक्षिण एशिया जलवायु संकट का सामना कैसे करेगा।
अब भी समय है — अगर हम संगठित, जागरूक और सक्रिय हो जाएं तो सबसे बुरे परिणामों से बचा जा सकता है।

2016: The Year For Barack Obama's Revolution From The Top



Barack Obama’s autobiography Dreams From My Father is full of little references to what Nelson Mandela in his autobiography called “a thousand little indignities.” But one was talking mostly about America, the other about apartheid South Africa. Can one black man’s ascension to the top make up for racist snarls at the highest levels of government like in the US Senate?

It is time we faced the fact the United Nations is not a world government. It is time to call a spade a spade. It is time to see this institution designed by the World War II victors no longer works. This is not a world government by the far stretches of the imagination. Often when we talk of civil rights movements, we think in terms of ordinary people marching out in the streets. But now is the time for a civil rights movement in which the heads of state march.

What we have is essentially apartheid. The leading country remains fundamentally racist, nowhere more evident than in the country’s criminal justice system. There is no world government. There is a need for one. The thorniest global problems, the loftiest trade deals are worked on outside the UN framework.

America itself needs to be reimagined if it is to fulfill its original mission of a total spread of democracy. It needs to become a country where African immigrants are as at home as European immigrants. White is black is white.

In a democracy you get to vote because you are a human being, not because you are literate or rich. But in the community of nations, there are countries that are rich and have guns, and most have neither. The entire continent of Africa stands disenfranchised. This landmass that is the most central of all, from where we all originated, is still in the clutches of a contemporary incarnation of colonization, slavery and apartheid. We don’t have a name for it yet, but the affliction is very real. Its poverty and disease stem from that disempowerment, not the other way round. And so, any voice that seeks to address its poverty and disease without taking stock of its disenfranchisement is shedding crocodile tears.

What is Barack Obama going to do? Leave the White House and do paid speeches? Write books? Launch a foundation? Raise money for AIDS? Share a stage or two with Bono and George Clooney? The guy is still young. This guy who has cleared up half century old cobwebs every year he has been in office is best suited to lead this revolution from the top. And this is not a cry for Africa, although Africa could use some empowerment. This is a cry for the world. Right now we are a species looking down a sinkhole of uncontrolled weather patterns that just might wipe out life and civilization as we know it. We still have immense poverty and disease that Bill Gates says “only a world government can solve,” and Gates is a guy who has thrown the kitchen sink at the problem, one of the leading entrepreneurs of the era in whose wake many billionaires have given money to fight basic poverty. We face security threats that no one government can solve. Globalization continues to move at breakneck speeds speeding up as the Internet takes deeper roots everywhere, but we have not done the task of institution building that that globalization requires.

Let’s open our eyes and take a look at the elephant in the room. Yes, what we need is a world government, and there is no person better than Barack Obama to take the lead on it. We are lucky we have a George Washington precisely when we need one. And lucky us that the guy is almost done with his current job where he has been stellar every year. Heads of state across the world should join in this chorus and shape this revolution from the top. Lucky us that our thorniest global problems have solutions in political concepts we have already designed, like one person one vote taken to its logical, global conclusion.

There is always inertia. Every monumental political change that in hindsight looks so obviously positive has faced inertia. And this likely will be no different. But the blueprint has to be made, and it has to be presented to ordinary peoples on all continents, so a groundswell of support can build around it.

We want to live in a world where human beings can feel equal everywhere. We want to live in a world with abundant clean energy. We want to live in a world with abundant water, and food and green space. We want clean air. We want to create the industries of tomorrow. We seek unprecedented rises in productivity, as well equitable distribution. We want people to be happy.

It is time the heads of state across the world came together and created the world’s first world government in the leadership of Barack Obama. In his birth as well as personality and outlook, he bridges the world. In his person the world has a chance to come together to reach new heights. This century can not only be the best ever, it can also be one where we have gone past our existential worries, where we have created a truly global civilization, one grand village where everyone can feel a sense of belonging everywhere, where people can take pride in their heritage and claim the common future at the same time, without hassle.

This is in essence a political struggle, where all you start with is a voice. Ordinary people have done it many times before. Heads of state can do it this one time.

It is still about Hope. It is still about Change.

We need a world government because it is time we established rule of law between nations. That is the civilized way.

विशेष क्षेत्र, आरक्षित क्षेत्र, स्वशासित क्षेत्र, सुरक्षित क्षेत्र

संघीय नेपालमा एउटा थरुहट प्रदेश बन्यो भनौं। त्यस प्रदेश को प्रदेश सभा ले अनि चेपांग का लागि विज्ञ हरु को एउटा आयोग बनाएर, अध्ययन सर्वेक्षण गरेर विशेष क्षेत्र, अथवा आरक्षित क्षेत्र अथवा ठुलो क्षेत्रफल र तुलनात्मक सानो जनसंख्या भएको स्वशासित क्षेत्र बनायो भने त्यो क्षेत्र नेपाल देश बाहिर जाने, नेपालको कानुन नलाग्ने भन्ने हुँदैन, सारा नेपाल मा लोकतंत्र भएको तर त्यस क्षेत्र भित्र लोकतंत्र नहुने भन्ने हुँदैन, त्यहाँ एउटा चेपांग परिवार ले ल अब हामी यहाँ का राजा भनेर घोषणा गर्ने कुरा आउँदैन, अरु ठाउँमा जस्तै त्यहाँ पनि स्थानीय चुनाव हुन्छ, त्यस क्षेत्र को प्रतिनिधित्व पनि प्रदेश सभा र केंद्र को संसदमा हुन्छ, त्यस क्षेत्र भित्र चेपांग बाहेक कोही छिर्न नपाउने भन्ने हुँदैन, आधुनिक राज्य (स्टेट) को सिद्दांत के हो भन्दा खेरी त्यस देश भित्र को मान्छे त्यस देश भित्र जहाँ सुकै जान पाऊँछ, बस्न पाऊँछ, घरजम गर्न पाऊँछ, गएर जागीर खान पाऊँछ। उही हो नेपालमा केही जाती यस्ता छन कि उनीहरुको जीवन शैली का लागि ठुलो जंगली भूभाग चाहिने हुन्छ। भने पछि दिने। संस्कृति संरक्षण गर्ने। त्यो भनेको अमेज़न जंगल को जैविक विविधता को संरक्षण गरे जस्तो हो। कैंसर को औषधि कहीं छ भने शायद त्यो अमेज़न जंगल मा छ। अमेज़न जंगल मानिस ले नष्ट गर्नु भनेको आफ्नो भविष्य नष्ट गर्नु नै हो, quite literally. ------ त्यस्तै Climate Change र Global Warming ले पूरै विश्व आत्तिएको अवस्थामा जंगल मा जंगल को क्षति नगरी बस्न सकने हरु असभ्य र primitive कि हामी असभ्य र primitive? सोँच्नु पर्ने कुरा हो। कहिले काहीं क्लास को सबैभन्दा जानने बिद्यार्थी चुपचाप बसेको हुन्छ। अनि त्यो चुपचाप बसेको बिद्यार्थीलाई नजान्ने भन्दिने? होहल्ला गर्ने लाई तेज बिद्यार्थी भन्दिने? स्पेशल केस मा यस्तो पनि गर्न सकिन्छ कि यो समुदाय लाई यति हेक्टर जंगल यिन लाई मात्र  भनेर छोडदिम्। अरु जान नपाउने। बिज्ञ हरु ले के सुझाव दिन्छन् त्यसको आधारमा। अनि त्यहाँ पर्यटक जान चाहे डोल्पा मुस्तांग छिर्न टन्न पैसा तिरे जस्तो ठुलो रकम तिर्नुपर्ने गर्दिने, त्यो पैसा अधिकांश स्थानीय तहमा रहने, केही प्रदेश र केन्द्रमा जाने गर्न सकिन्छ। आफ्नो संस्कृति को जगेर्ना गरेकै आधारमा आफ्नो जीविका चलाउन सक्ने हुन सक्छन थुप्रै लोप हुन लागेका समुदाय। अनि तिन लाई पहिचान को कुरा नगर भन्ने?

अहिलेको ७५ जिल्ला सबै लाई एउटै साइज को जामा जस्तो छ, आकार पनि सबको उस्तै उस्तै। बड़ो अबैज्ञानिक।
