Rehabilitation of the families who lost their sons and daughters for the good cause of Madheshi people would be the major work at later stage. Again, some of the movement victims have been amputated, and some would be physically and mentally disturbed for a longer period, and these people would need rehabilitation.

Currently, we are trying our best to financially support the injured people being treated in the hospitals of Kathmandu Valley as well as their care takers. We are also organising similar works in hospitals located in Tarai districts. They need our help.

Doctors, Engineers, Policy Analysts, Social Activists etc are all involved in this much needed work. We are expecting your valuable support in this juncture of time to save lives of the injured people immediately and to provide relief to Sahid Family in the long run.

Today we had a meeting with the Andolan II Victim Relief Committee consisting of Madan Krishna Shrestha, Hari Bamsha Acharya, Kanak Mani Dixit, Dr. Bharat Pradhan, Dr. Sumitra Gurung, Suman Shrestha, Dr. Sambhu Upadhyay, and Komal Chitrakar and they donated Rs 2.5 million to Madheshi Movement Victim Relief Fund for treating Madheshi Andolan victims anywhere in the country’s hospitals. It is a great support.

This evening (6 February 2007) we formed a nine member Victim Treatment Management Committee consisting of medical doctors headed by Dr. Ram Kewal Shah. Similarly, sub-committees are formed with 2-3 medical doctors in each hospital where injured persons are treated. All the members of committees and sub-committees are medical doctors.

I have consolidated some of the projects that the madhesi Diaspora can contribute for the movement.This is after continued discussion with several terrain leaders and activists. I have prioritize the projects based on their inputs.

1. Lobby with local senators and help them understand the core issues of terai . It would be helpful to get their positive view on the issue pressing for inclusive democracy covering the following points.

1. Government should immediately and effectively stop the use of brutal police force against protests and demonstrations, and immediately remove curfew in Tarai districts.
2. Establishment of Federal System of Governance and Regional Autonomy with Rights to Self Determination
3. Proportional representation according to population in the Constituent Assembly/Redefinition of the Constituencies
4. Representation of Madheshi people in State organs and programmes during the transition period and later

2. Get Volunteers who could provide inputs to people who are working on creating the framework for talks.We are also looking for volunteers with legal background who could help in the in-depth analysis and in drafting the framework .

3. Demonstration in front of Nepali Consulate in DC and United Nations in NY.

4. Write and talk to the world leaders and try to get their time to help them understand the current situation of terai. Also lobby for their help and voice.

5. Media Campaign.
Positive campaign(Participate and give feedback in the comment section of different terai related news, blog hard and make yourself heard)
Negate and backfire on Negative campaign being conducted by some fellow countrymen. Let the truth come out.

For any one who has eyes to see and a mind to think, the Madhesi revolt is a part of the general revolt of the Nepali people against the Shah regime and everything that went with it, inculuding "Shahi Rastrabad". When we fight the ancien regime, it is not merely to change the indiviudal rulers but to change the ruling classes and to change the rules of governance and, indeed of nation-statehood. We must be together in fighting the past injustices and restoring and maintining dignity of all citizens.

We need your urgent attention. Like Trinidad and Tobago and elsewhere, the people of Indian origin of Nepal (i.e., Terai people like us) are being brutally oppressed while taking their just demands to street demanding amendment in the interim constitution to ensure a federal setup of the state and formation of electoral constituencies according to the population and proportional electoral system.

Madhesi people make almost 50% of the total population of 27 million, yet their representation in government administration is minimal, police and army negligible! It has been due to past regime, but since Nepal is undergoing a constitutional make-over, it the high time that the grievance of madhesi should be heard.

More than 20 people have already been killed by police bullets and hundreds lie injured. Can GOPIO do something to this regard?

The first thing that comes to my mind is to issue a press release condemning the attacks. This news site from nepal is highly viewed and could be a good place to submit a press release from Gopio. www.nepalnews.com

OHCHR-Nepal discusses human rights concerns
in the Terai with political parties and civil society


OHCHR-Nepal today conveyed once more its deep concerns regarding the on-going violence in the Central and Eastern Terai and the increasing number of deaths and injuries. The concerns were raised at a meeting called by OHCHR-Nepal with representatives of the Government, SPA, CPN-M, MJAF, Madheshi civil society and Human Rights Defenders. Ian Martin, Personal Representative of the Secretary General, also attended at the invitation of OHCHR-Nepal.

During the meeting, the Representative of the High Commissioner for Human Rights, Lena Sundh, noted that at least 19 people – 18 civilians and one police officer – had been killed since 19 January, in addition to a demonstrator killed in Nepalgunj in December 2006. Most of the victims were Madheshi. At least thirteen had been allegedly shot dead or fatally hit over the head by police. Many others have also been injured in the violence. OHCHR-Nepal is seeking to clarify the circumstances of the three latest deaths reported in Malangwa, Sarlahi District.

Mobile teams of OHCHR-Nepal staff have been present in the regions monitoring protests and investigating killings and other violence in Lahan, Siraha, Sukhipor, Inaruwa, Biratnagar, Gaur, Janakpur, Chandranigahapur, Birgunj, Kalaiya and Nepalgunj. The teams have also been attempting to defuse tensions and prevent abuses and violence through dialogue and advocacy with local authorities, police and protest organizers. They have been gathering information from many sources – including government authorities, human rights defenders, journalists, Madheshi groups and other organisations, victims, witnesses and political parties.

OHCHR-Nepal deplores the violence on the part of some protestors which has left several dead, many injured, and government buildings, homes and businesses, police posts, ambulances and other vehicles damaged or destroyed. It has been particularly concerned about threats to human rights defenders and journalists, including five who were allegedly beaten up by Madheshi demonstrators armed with iron rods and lathis near Biratnagar this weekend. Lena Sundh urged all individuals and organizations involved to allow these very important actors to fulfill their tasks. The Government of Nepal also has an obligation to ensure that media and human rights workers are able to carry out their professional activities without obstacles.

While OHCHR-Nepal teams themselves have for the most part been well received, Lena Sundh also emphasized that they must be respected and allowed to move freely at all times. She was assured during the meeting by the Nepalese leaders present that they would instruct their representatives, organizers of protests and sympathizers in the Terai to respect the UN teams on the ground.

At the same time, OHCHR-Nepal repeated its concerns about the at times excessive use of force by police against protestors which has resulted in a number of deaths and injuries and which has served to increase the anger amongst the population. “OHCHR-Nepal understands the challenges facing the security forces in maintaining law and order but local authorities and police must uphold the law in a manner which fully respects human rights. Clear orders must be given to police that broad curfew orders cannot be interpreted in such a way that basic principles for the use of firearms are suspended. OHCHR-Nepal teams have gathered information about inappropriate use of live and rubber bullets by Nepal Police and the Armed Police Force, including indiscriminately firing into crowds. Police must exercise restraint and as far as possible employ a range of non-lethal means to maintain public order, preserve human life and protect physical integrity.

In her conclusions, Lena Sundh welcomed the recent initiatives to enter into a dialogue as a means to resolve the unrest and to prevent further killings and injuries. “I urge all those concerned to do so immediately. Only by engaging in dialogue can solutions be identified to restore peace and respect for human rights.”

North American Network for Democratic Republic of Nepal (NANDRON) is deeply concerned over the violent situation in Terai and expresses its solidarity with the common people of Terai, and renounces the violence and infiltration of the regressive forces in peaceful agitation launched by Madhesi people demanding their rightful place in Nepal’s political system. It is obvious that regressive monarchical forces are trying to reestablish themselves through infiltration in the movement by jeopardizing the upcoming Constituent Assembly Elections. We demand immediate isolation of the infiltrators and opening up of dialogue with genuine leaders leading the Madhesi movement.

NANDRON urges Nepal government to fulfill the genuine demands of Terai communities and immediately declare Nepal as Democratic Republic with Federal Governance System, paving way to the Constituent Assembly’s election. We also demand the implementation of the comprehensive peace agreement and announcement of the CA election date immediately.

NANDRON supports inclusive and participatory governance through proportional representation with equal participation of all ethnicities in the affairs of state. At this historic juncture, when it appears possible to build Nepal as a promised land for all, unity, understanding and trust among all ethnicity, and linguistic groups, are paramount. Let us vouch for the national integrity.

NANDRON demands the Rayamajhi Commission Report be made public and fully implemented immediately as recommended by the Commission. We would like to draw the attention of all the lawmakers in the interim legislature that the Non-resident Nepalese be not deprived of voting rights in this historic event of the Constituent Assembly’s election for the establishment of a New Nepal.
