सरकार–मधेसी मोर्चा वार्ता बल्ल सीमांकनमा प्रवेश
मोर्चाका पाच पूर्व सर्तमध्ये सहिद घोषणा, मृतकका परिवार तथा घाइतेलाई क्षतिपूर्ति, झुटा मुद्दा फिर्ताजस्ता बुँदामा सरकारले लिखित प्रतिबद्धता व्यक्त गरेको बताइएको छ । ..... पटक पटक बसे पनि अनिर्णित हुँदै आएको सरकार र आन्दोलनरत मधेसी मोर्चाबीचको

वार्ता पहिलो पटक सीमांकनको मुद्दामा प्रवेश गरेको छ । मधेसमा दुई प्रदेश हुनेगरी सीमांकन हेरफेर माग राख्दै साउन ३१ गतेदेखि जारी मधेस आन्दोलनलाई संविधान संशोधनमार्फत् टुंग्याउन सरकारी वार्ता टोलीले आज साँझ सहमति जनाएको हो ।

..... ‘अघिल्ला वार्ताहरुमा सरकारले सीमांकनको मुद्दालाई ‘रिकग्नाइज’ नै गरेको थिएन, जुन आज गरेको छ । आन्दोलनकारी र प्रतिपक्षी कांग्रेससमेतको सहमति जुटाएर अध्यक्षीय स्तरमा सहमति निर्माण गर्ने, अनि संवैधानिक प्रक्रियाबाट सम्बोधन गर्ने स्पष्ट मार्गचित्र आज सरकारले राखेको छ ।’ ..... यसअघिका वार्ता शृंखलामा संघीय आयोग निर्माण गरेर त्यसले दिने प्रतिवेदनका आधारमा सीमांकन टुंग्याउने अडान सरकारी पक्षले राख्दै आएको थियो । सरकार पहिलो पटक त्यस अडानबाट पछि हटेको छ ।

शीर्ष तहमा सहमति जुटाएर तत्कालै सीमांकन हेरफेर गर्न सकिने दुवै पक्षले जानकारी दिएका छन् ।

..... सरकार सञ्चालक दलहरु, प्रतिपक्षी कांग्रेस र आन्दोलनकारी दलहरुका अध्यक्ष सामेल हुने समिति निर्माण गरेर सीमांकनको प्रारुप टुंग्याउने सहमतिअनुरुप तत्कालै गृहकार्य थालिने निर्णय बैठकले गरेको छ । आन्दोलनरत संयुक्त लोकतान्त्रिक मधेसी मोर्चासम्बद्ध वार्ता टोली सदस्यहरुको भनाईमा,

सरकार पहिलोपटक वार्ताप्रति संवेदनशील र गम्भीर देखिएको छ ।

आइतबारको वार्ता अघिल्लाझैं निष्कर्षविहीन टुंगिए वार्ता प्रक्रियाबाटै बाहिरिने चेतावनी दिइरहेको मोर्चा अब वार्ता सफलताका लागि लचक देखिएको छ ।

कसरी घुसाइँदै छ हाम्रो दिमाग र समाजमा सांस्कृतिक साम्राज्यावाद ?

मधेसी आन्दोलनकारीका लागि मेस सञ्चालन गर्ने अग्रवाललाई सुस्मा स्वराजको निम्तो
वीरगंज-रक्सौल नाकामा भारतीय भूमिमा नेपाली आन्दोलनकारीलाई भोजन र खाजाको व्यवस्था गर्दै आएका भारतीय जनता पार्टीका (भाजपा) नेता महेश अग्रवाललाई भारतीय परराष्ट्र मन्त्री सुस्मा स्वराजले दिल्ली भ्रमणको निम्तो दिएकी छिन्। ..... ‘भाजपाको (आन्दोलनमा) खुला उपस्थिति छैन तर उक्त पार्टीको समर्थन भने प्रष्ट सँग देखिन्छ,’ समाचारमा लेखिएको छ। अग्रवाल महिमा एक्स्पोर्ट्सका मालिक र सफल ब्यापारी हुन्। अहिले उनको मेसमा खाना खानेको संख्या २० हजारसम्म पुगेको अग्रवालले दाबी गरेका छन्।
मधेसीको अधिकार माग्दा दिल्लीको दलाल भनियोः खगेन्द्र संग्रौला
सरकारबाट बाहिरिने राप्रपा नेपालको चेतावनी
यस अघि उपराष्ट्रपतिमा सहमति तोड्न खोजेको भन्दै एमाओवादीले सरकार छोड्ने चेतावनी दिएपछि प्रधानमन्त्री ओली झस्किएका थिए । उपराष्ट्रपति एमाओवादीलाई दिएर कुरा मिलाए लगत्तै ओलीलाई अर्को तनाव आइलागेको छ ।


मधेसी मोर्चाले आन्दोलनलाई थप सशक्त बनाउने, नाका खोल्न नदिने
नाकाबन्दी, राजमार्ग अवरोधलगायतका कार्यक्रमलाई अब व्यापक रुपमा निरन्तरता दिने भएको छ।


नेपाल ‘सन्धी अनुवन्धित’ राष्ट्र हो, छिमेकीलाई सन्तुष्ट पारौं
मधेसी र थारुमाथि निरंकुशता लादेर संविधान ल्याइयो
१२ बुँदे सहमति भारतीय अग्रसरतामा भएको हो । त्यसमा लुकाउनुपर्ने कुरा छैन । जवसम्म हामीले यसलाई स्वीकार गर्दैनौं । तबसम्म द्वन्द्वको तार्किक अवतरण हुन सक्दैन । ..... अहिले मुलुक १२ बुँदे र १६ बुँदेको समानान्तर द्वन्द्वमा यहाँ पुगिराखेको छ । किन भनेदेखि हामी हिंसात्मक माओवादी द्वन्द्वपपछि संविधानसभाको बाटोबाट फेरि नदोहोरिने र सबैले संविधानसभामार्फत् उत्साहका साथ हिँड्ने एउटा संकल्प सहितको यो युद्धपछिको शान्तिकाल हो । तर, भैदियो के भने झन् हिंसा र द्वन्द्व बढाउने पृष्ठभूमिमा संविधान आयो । .... किन थारुमाथि गोली चलाउनुपर्‍यो ? तिनीहरु सत्याग्रही थिए । आन्दोलनकारी थिए । किन मधेसमा थिबर्बर सरकारी शक्ति प्रदर्शन गुर्नपरेको थियो ? तिनीहरुले त अधिकार मागिराखेका थिए । अधिकारको आन्दोलन थियो । मधेसले कहिल्यै यो राज्यबाट समानताको बोध गर्न सकेन । बराबरीको बोध गर्न सकेन । यो अभिव्यक्त हुन्छ भने त त्यसलाई हामीले सकारात्मकरुपमा लिनु पर्दथ्यो । त्यसलाई हामीले सामाजिक पुँजीका रुपमा लिनुपर्दथ्यो । त्यो हाम्रो राष्ट्रको भुभाग हो । त्यसमा केही चित्त नबुझेको छ भने उनीहरुले बोल्नुपर्छ । ...... मधेस भनौं, जनजाति भनौं या दलित भनौं । संविधान आउनुभन्दा अगाडि जनजाति र दलितमाथि लाठी चार्ज भयो । यसरी निरंकुश वातावरणमा संविधान आयो । ..... अहिले काठमाडौंलाई मधेस र थारुको आन्दोलनले छोएको छ कि छैन भन्ने कुरा पनि छ ।

ग्यास छैन, पेट्रोल छैन भनेर मात्रै थाहा भएको हो कि जस्तो लाग्छ, यो राजनीतिक समस्याले छोएको जस्तो लाग्दैन ।

....... जसरी ०६२/०६३ को आन्दोलनमा माओवादीलाई राज्यको शीक्तको रुपमा नलिने भन्ने भएको थियो, त्यसैगरी अहिले हामी अब फेरि नयाँ द्वन्द्वमा ‘इन्गेज’ भइसक्यौं । यसले गर्दा अब हाम्रो द्वन्द्व बहुआयामिक भइसकेको छ । अब वार्ता गर्ने भनेको छ, वार्ता कोसँग गर्ने ? संविधान छाडेर जाने मधेसका दलहरुसँग गर्ने कि आन्दोलनकारी युवा जमातसँग गर्ने कि कोसँग गर्ने ? के अहिले आन्दोलनमा रहेका मधेसका दलहरुले आन्दोलन छाडेर वार्ता गरेर केही आश्वासन दिन सक्छन् ? अब धेरै जटिल भइसकेको छ । ...........

नेपालमा देखिन्छ के भने कहाँबाट आन्तरिक नीति सुरु हुन्छ, कहाँबाट बाह्य नीति शुरु हुन्छ, त्यसको बोर्डर लाइन नै हामीले पत्ता लाउन सक्दैनौं ।

..... हामी राष्ट्र को हौं भनेर चिन्नुपर्छ । हाम्रो राष्ट्र कहाँ छ ? कहाँ बसेको छ ? हाम्रो अवस्थिति कहाँ बसेको छ ? हाम्रो लोकेसन कहाँ छ ? त्यसलाई हामीले बुझ्नुपर्छ । अनिमात्रै हाम्रो आन्तरिक राजनीति अगाडि बढ्न सक्छ । मलाई लाग्छ, यो हामीले कहिल्यै गर्न सकेनौं । हामीले ‘स्ट्राटेजिक लोकेसन’ अनुसार हामी जहाँ बसेका छौं, त्यसको अनुकूल राजनीति गर्न सकेनौं ।

A Mexican standoff in Nepal
New Delhi’s interest in Madhes, if any, is regulation of cross-border water flow so that Madhes gets flooded in monsoon instead of Indian states across the border, and the same Indian states get irrigation water in winter. The agreement signed to conclude the Madhesi uprising in 2008 was drafted in Lainchaur and was clearly aimed at creating an India-pliant province in Nepal’s south to advance the Indian interest of building structures to regulate the flow of our rivers in their favor. ...... But the continued blockade we are facing now isn’t because India still believes these concessions can be extracted. .......

The blockade continues for the simple reason that it started

....... The Americans, who have outsourced their Nepal policy to India, will question New Delhi’s ability to handle the neighborhood. The Chinese are already choking with laughter. ...... Kathmandu perceives Morcha’s demand for redoing province demarcation as a ploy to take control of the nation’s vital trade arteries, and possibly to further secessionist agendas in future. The new prime minister and president have made “protecting territorial integrity” their top priority, and China said last week it “supports Nepal’s efforts to safeguard national independence, sovereignty and territorial integrity”, in what is a political steroid-shot to Shital Niwas and Baluwatar. .......

India’s calculation that protests against the new constitution would spread among the Janajatis hasn’t happened.

Like any sane Nepali citizen, the Janajatis too are against Nepal’s fragmentation as a nation. ......

While Kathmandu and the hills and mountains started experiencing the effects of Morcha’s protests only after Sept. 20 when India decided to blockade Nepal, Madhes has been shut for nearly three months.

...... Morcha leaders’ insistence that they will take cash and not checks this time has made it difficult for them to budge with anything less than an immediate review of provincial boundaries. ........

Continuation of this standoff will cause a humanitarian crisis of unmanageable proportions. Loss of lives in quake-devastated hills where temperatures are dropping fast will be just one facet of that crisis.

....... A standoff like the one we are seeing can end, however, with the entry of a fourth actor. In our case, that actor could be the U.N. if it has not already discarded the values it says it champions........ If the U.N is reluctant, then China will relish that role. An MoU for commercial import of fuel from China has already been signed, and grant fuel from the same neighbor has already started trickling into Nepal, causing severe anxieties to two parties involved in this standoff.

A signing of trade and transit treaty with China, which is already being discussed, will transform those anxieties into full-blown paranoia.

Listen to the people
The Madhesis and Tharus have imposed a general strike in the Tarai for almost 80 days and a blockade at the Nepal-India border points for about 50 days in protest. ..... All of these formed the basis of the Article 138 of the Interim Constitution which calls for the ‘progressive restructuring’ of the state. Against this backdrop, the proposed model of federalism can be construed as a betrayal of the people’s trust and an obnoxious act against 2006 People’s Movement. ..... it is evident that except Province 2, where there is an overwhelming number of Madhesis, the rest of

six provinces are demarcated in such a manner that they are mostly populated by hill high castes which can help them perpetuate their hegemony.

While the Newars and Tamangs could get a share in the power structure of Province 3, about four million Tharu-Madhesis of Province 1,4,5, and 7, along with the Rais, Limbus, Magars, Gurungs and other ethnic groups are likely to remain excluded from the corridors of power.......... geographical homogeneity—accepted unanimously as one of the five bases of identity for federalisation—has been completely violated in the eastern and the western regions of the Tarai-Madhes by joining these regions with the hill districts ......

Since hill high castes reside in both the hills and the Tarai in an almost equal number, they prefer federal provinces that include both the hills and the plains.

As the hill high castes comprise the power elites, they plead federalism for development, and not for eliminating existent disparites. This is despite the fact that federating the country with an objective to end discrimination also provides ample opportunities for economic prosperity. But the leaders of the three big parties did not honour their own solemn pledge of ameliorating suppressed groups. Instead they towed the line of their kind, the hill high castes, and adopted a discriminatory model of federalism. .......... If the three eastern and nine western districts of the Tarai are not combined with the hills but kept intact in the two provinces in the Tarai-Madhes, this will not only help the Tharus and Madhesis but will also enable the Rais, Limbus, Magars and Gurungs to gain access to state authority.......

out of 56 members of the National Assembly it is possible for eight Madhesis to be elected from Province 2. But the Tharus and Madhesis will find it extremely difficult to be represented from Province 1,4,5 and 7.

......... Similarly, the Rais, Limbus, Magars, Gurungs and other ethnic groups will lose the most when it comes to participation and representation in state-organs. In Province 6 and 7, as many as 16 members will represented in the National Assembly though their combined population is just 397,537. In terms of identity, both the provinces are dominated by Khas-Aryas, necessitating only one province.

But after two or three days’ agitation in the Far-Western region, the triumvirate carved Province 7 by splitting the western part of Province 6 without any dialogue with the agitators.

...... the Tarai-Madhes, containing 50.2 percent of the total population of the country, might only have 65 constituencies while the hills could have 100 constituencies. ...... population should only be the criterion for determining constituencies and also for electing members to the National Assembly...... the new constitution has taken care of the fundamental right to participation of socially backward and oppressed groups in the state structure “on the basis of inclusiveness”, not “on the basis of the principle of proportional inclusiveness” as enshrined in the Interim Constitution. The deletion of the word “proportional” is a regressive move....... earnestly address the Tharu-Madhesis’ demand of two provinces in the Tarai-Madhes to secure the latter’s equitable participation in state organs. It is the agitators’ major demand and if it is not accepted, negotiations will possibly fail and the conflict will accelerate, creating a highly volatile situation in the country.

Call on International Community to Address Humanitarian Crisis in Nepal. ____________________________________________________

Dear friends,

This appeal needs a wider support and circulation. Still many people around the globe are not aware of the Indian blockade in Nepal. Let us do our best to internationalize it. Please share, if you care.

We undersigned citizens are deeply concerned that the de facto economic blockade of the past two months by India has resulted in a grave humanitarian crisis in Nepal. We appeal to the concerned parties of Nepal, and to the international community including India to recognise this crisis and take effective steps to bring it to an immediate end.

As is well known, the people of Nepal have been struggling to overcome the impact of the devastating earthquake of six months ago. Coming at the heels of such a catastrophe as well as disruptions caused by political unrest in the Tarai-Madhes plains, the extended blockade by India has crippled the economy of Nepal and led to great human suffering. Vital social services have been disrupted, hospitals have run out of essential drugs and supplies, and UNICEF estimates that more than 1.6 million children have been deprived of schooling over the past two months.

All over, industries as well as small businesses are closed and development activities, including construction of vital infrastructure, are at standstill. Tourism has been severely disrupted during what would have been peak season. Employment prospects have diminished nationally, forcing hundreds of thousands more to consider job migration to India, the Gulf and Malaysia.

The fuel crisis caused by the blockade has cut the food supply chain, causing shortages in all parts of the country. It has disrupted transportation at the height of Nepal’s national holiday season, preventing millions from travelling to ancestral homes. There have been many deaths from traffic accidents caused by dangerously overcrowded public transport, with passengers including women, children and the elderly forced to travel precariously on rooftops of buses.

We 12 citizens denounce the Indian blockade and disagree with the claim that the obstruction at the border is solely the result of agitation within Nepal. There is ample evidence to the contrary, as observed in the go-slow at custom checkpoints, the refusal by the Indian Oil Corporation as monopoly supplier to load fuel tankers from Nepal, and reports in the Indian press quoting border security Seema Shuraksha Bal officers that they have been asked to impede shipments.

We are pained that India, a country that extended such immediate and unstinting support after the April 2015 earthquake, has seen fit to carry out a blockade that has halted the urgent reconstruction efforts that will make people even more vulnerable during the imminent winter season. If the earthquake hurt the Nepali economy to the tune of USD 7 billion, it is estimated that the cumulative loss from the blockade thus far significantly exceeds that amount.

Nepal, a friendly neighbour with deep historical and cultural ties with India across the open international border, is being penalised for something as above-board as promulgating a progressive, democratic, federal and republican constitution through an elected, representative and inclusive Constituent Assembly. Meanwhile, an entire generation of young Nepali citizens, born after the earlier Indian blockade of 1989-90 and harbouring only goodwill towards the neighbour, has been exposed to New Delhi’s harsh action.

Like all other constitutions of the world, the Constitution of Nepal-2015 is not perfect, and we the undersigned too demand certain amendments to bring it fully in line with pluralistic democratic norms and values. The leading parties have already introduced proposals to amend provisions in order to address key demands of disaffected groups, including proportional representation in state institutions. We believe that the complex matter of provincial demarcation in a country of many communities with cross-cutting demands must be resolved peacefully through political negotiation and democratic constitutional process. Meanwhile, we stand for an effective probe into violent incidents of the past two months with the goal of bringing those responsible to justice.

As a sovereign nation-state and a society that believes in due process,

Nepal is fully capable of dealing with its internal challenges, including addressing anxieties of its Madhesi, Tharu and other communities through consultation, negotiation and constitutional amendment.

The solidarity between the communities of Nepal is strong, and they are capable of managing their interrelationships for greater good without the involvement of external actors.

India’s ongoing blockade goes against the principles of Panchsheel, the spirit of regional cooperation under SAARC and BIMSTEC, the internationally recognised rights of land-locked countries, as well as India’s obligations under the bilateral transit treaty of 1991. The blockade contravenes the UN Convention on the Law of the Sea, to which both India and Nepal are signatory. New Delhi’s actions amount to unilateral coercive measures with serious negative impact on the enjoyment of human rights covered under various UN resolutions.

It is our considered view, which we believe is shared by millions of Nepalis from mountain, hill and plain, that India’s action of blockading Nepal cannot be justified under any pretext. This unfortunate step has deepened the humanitarian crisis in Nepal and is unworthy of the leadership role that we know India seeks to play on the world stage.

We demand the immediate lifting of the blockade against Nepal and restoration of good neighbourly relations. We call upon the international community to take all necessary measures to end the humanitarian crisis that the country and its people are facing.

The Indian Century Begins In Nepal

For the first time in my life I feel like the word Madhesi exists in Patna, Lucknow and Delhi, for the first time an Indian Prime Minister, an Indian Home Minister, an Indian Foreign Minister have taken personal interest in the Madhesi cause. This is supposed to be bad news?

The ruling elite in Kathmandu, the Khas, all of them came from India over the centuries, but now Indophobia is their number one organizing principle in Kathmandu. The Madhesi are native to Madhesh. The term Madhesi does not exist in Bihar or Uttar Pradesh. It is a term peculiar to Nepal. But the cultural affinity across the border is unmistakable and cross border marriages are the norm, the most famous obviously being the Ram Janaki marriage. There is an open border like exists nowhere else on the planet, but one hopes will exist everywhere perhaps in the 22nd Century, because it is so cutting edge.

All South Asian borders are unnatural, thanks to the British. You find the same people living on two sides of the border everywhere, be it the Pakistan India border, the India Bangladesh border, or the Nepal India border in Nepal's western hills. The Madhesis are not unique.

There is sheer pragmatism. Should the conflict go the militant way, maybe 10,000 Madhesis might pick up arms, but likely three million might flee to the south and swamp Bihar and Uttar Pradesh. Would that be a welcome scenario for Delhi?

And there is the no small issue of doing what is right. All Madhesis are asking for is equality. Or are they supposed to give ground and go the way of the Rohingya?

This is also about India coming of age and going toe to toe with powers like China and the United States and projecting itself on the global stage.

I try to look at China with an open mind. China has lifted more people out of poverty than any power in history and I respect that. I want India and Africa also to lift large numbers of people out of poverty. America ploughed its surplus into Europe and built infrastructure there after World War II. China seems to want to plough its surplus into building infrastructure across Asia and in Africa. And that is a good thing. I can see why China might feel jittery about the South China Sea. You could practically choke the Chinese economy by obstructing that sea route through which it gets all its oil supplies. But the sea lanes have to be kept open and safe for commerce, not just for China, but also the smaller powers. Europe and America seem to do just fine in the Atlantic. India, China and Africa should be able to together handle the Indian Ocean. Indian origin minorities may not be put to harm by local powers in countries like Sri Lanka, Burma and now Nepal. China can not be seen to be taking sides against the Madhesi if it aspires to see an Asian Century. China is the next America, India is the next China, and Africa is the next India. For me it is not an ego issue. It is an issue of global poverty elimination. Poverty robs people of basic dignity. Poverty is offensive.

India is an eight trillion dollar economy, measured for Purchasing Power Parity. That is not a small economy. India's time is not in 20 years. India's time is now.

China is not a democracy. It can appear to speak in one voice. India, on the other hand, is a democracy. It is but natural that the opposition in India will seek to speak against Modi on every issue imaginable, including the Madhesi issue, and it does. It does not disturb me to see that. Democracy is what makes India great and appealing. I will not have it any other way. Those voices are but normal. But the counter arguments have to be made. If Madhesh were a separate country and Modi could run for Prime Minister, he would collect 90% of the votes in Madhesh right now. That is how right he has been for the Madhesis who are fighting for 20th century rights in the 21st century. This is still pre-1947 for the Madhesh. It is like the British never left.



Modi is but in his second year in office. Independent of the Madhesh issue I think he is poised to rule India for 20 years and turn it into a First World country. This is your Deng Xiaoping, India, this is your Lee Kuan Yew. During his first year in office he has put India on the global map. Indians should take pride that their Prime Minister is currently the most popular politician in the world. A 200 billion dollar expenditure on defense can not buy you something like that. There are some things money cannot buy. We live in the era of soft power. And Modi, by that account, has conquered the world. Victory is yoga going to every town on earth, and we are already halfway there.

As a last resort Modi has to be ready to do a Bangladesh on Madhesh. He pulled a Rajiv Gandhi in 2014 by getting the wide popular mandate. Maybe he will get to pull an Indira Gandhi on Madhesh. And if I am proven right and he does rule for 20 years, he will also have pulled a Nehru.

Call me an Indian Imperialist, but my vision does not clash with the basic premise that all human beings are equal. My imperialist thoughts are about deepening Indian democracy, not subjugating peoples. There are too many countries where minorities get meted out second class treatments for no reason other than that they are Indian. That can not stand.

I am an Indian Imperialist in that I live on a planet where the sun never sets on Indians. I have seen more of America than anyone who ever ran for President Of The United States. There is not one town anywhere in America where you will not find at least one Indian family. I think Indians deserve political equality no matter where they are, not to say right in India's backyard, and ultimately it is India’s responsibility to make that happen. India can and should become a 240 trillion dollar economy by 2050, all it would take is a sustained double digit growth rate, and I personally would like to play my small part through my tech entrepreneurship and digital activism. I envision a Madhesi rule in Kathmandu and an eventual Nepal India political economic union. I would like to see a casteless Hinduism created in India and taken across the globe. I want Buddhism taken to all parts of the world. After all, Buddha was born a Madhesi like me. Yoga should be taken to every town on earth. I want to see a total, peaceful spread of democracy, and I want to see India take the lead there.

Dismissing the protesters in Nepal as Delhi’s puppets will prove harmful for Nepal
By blaming the blockade on Delhi, Nepal is ignoring the genuine demands for federalism from its own citizens.
From the protesters point of view, the blockade was a means to put pressure on Kathmandu, but has resulted in diverting attention away from the movement in Terai to New Delhi -- something the nationalist pundits in Nepal are keen to do because that way they can continue to ignore the Madhesis and Tharus in the street. Instead of dialogue, the focus now is on how to get fuel from China ...... The protesters, annoyed by the attention being shifted to leaders in Kathmandu and Delhi, warn of total shutdown to “run Kathmandu dry” until their demands are met. While Kathmandu is witnessing a rise in anti-India sentiment, anti-China rhetoric has gone up among the Madhesis who see Chinese help to ease the fuel crisis hindering their pressure tactic. ..... Today, together with the mostly original inhabitants, the Tharus and the Madhesis – many of whose lands were dispossessed by settlers backed by Kathmandu – the Terai hosts half of Nepal’s population. ...... But the changes the Madhesis and Tharus want requires a constitutional amendment – something the new coalition of monarchists and communist that came to power after the Constitution came into force is reluctant to effect. ..... Egged on by the nationalist pundits, rulers in Kathmandu are thus pushing Nepali citizens, particularly Madhesis and the indigenous, into New Delhi’s arms, because they refuse to share power with them in the true spirit of federalism. the pundits are pre-occupied with one thing only: how to shame India for the blockade

..... There is a great reluctance to admit that whether or not Delhi supports Madhesis or Tharus, they have genuine grievances that need to be reconciled. ...... More Madhesi youth than ever are drawn towards the separatist strand in Madhesi politics whose current figurehead is CK Raut, a Cambridge-educated scientist under house arrest since April. Tactics to co-opt, or tire out the movement will increase their alienation. .....

It took 19 days of mass protests to bring down the King’s rule in Kathmandu. The 70 days of popular movement in the Terai-Madhes led by Madhesis and Tharus are yet to make Kathmandu bend and reform.

Nonetheless, this movement marks a milestone in Nepali politics. If they succeed, the protesters will redefine the idea of Nepali nationalism to include Madhesi and Tharu imaginations of a federal country. If they fail, Nepali regime will become even more rigid, and will further isolate itself in the world.
Overcoming the stasis in Nepal
However, for the Madhesis, the Janajatis and the Tharus, who have traditionally been the disadvantaged groups, there was a sense of betrayal. ..... The Indian policy of overtly backing the demands of the Madhesis led to an upsurge of Nepali nationalism, coupled with anti-Indianism. Movement of goods, including essentials like petroleum products, came to a halt. The Indian government blamed the deteriorating law and order situation while Nepalis accused India of imposing a blockade. ..... It is time that all sides — the Nepali government and its political leadership, the agitating Madhesis and the Indian government — climb down from their stated positions, eschew rhetoric and open dialogue to resolve issues. ......

the 2015 Constitution is unique as it establishes Nepal as a ‘federal republic’ for the first time

..... Mr. Oli is both a pragmatic and decisive leader who was seen as an effective Home Minister earlier and a shrewd Foreign Minister later, tenures during which he built a good relationship with New Delhi.

Having started his political career in the 1970s as a Naxalite

and having spent 14 years in jail, he emerged in the 1990s as a promising UML leader, committed to multi-party democracy, though he is now perceived as moving more to the Right. ......... Meanwhile, the situation in the Terai has worsened. Economic activity has been at a standstill for more than two months. With factories closed, schools and colleges shut, hospitals running short of supplies and acute shortages of petrol, diesel and cooking gas forcing people to use firewood and clean up their old bicycles, this has been one of the bleakest festival seasons that Nepalis have endured.

Madhesis have, meanwhile, geared up for the long haul.

The fact that they have been able to sustain the agitation despite being the worst-affected, without any coercive apparatus, speaks volumes about their accumulated resentment. ....... Terai constitutes 51 per cent of the population but according to calculations, it would currently get only 62 out of a total of 165 seats under the first past the post system, instead of 83, as per its population. ...... Citizenship has long been an emotive issue among the Madhesis as they often marry Indians from the northern districts of Bihar and Uttar Pradesh and spouses of Nepali citizens become ‘naturalised Nepali citizens’. .....

As often happens when internal politics in Nepal gets polarised, India becomes a convenient scapegoat.

..... Meanwhile, Mr. Oli is being egged on to play the China card. The grant of a 1000 metric tonnes (MT) of petroleum products by China may resonate well with Nepali nationalists momentarily but Mr. Oli knows that it is

not a substitute for over a hundred tankers a day from India which used to get transported through Birgunj everyday

Just as India has to be supportive of legitimate Madhesi aspirations, the Nepali elite has to come to terms with the fact every agitating Nepali political group, from the Nepali Congress (NC) in the 1950s to the Maoists in the 1990s, has taken advantage of 1800 km-long India-Nepal open border for refuge in India and to seek intervention on their behalf. ....... While the focus has been on the Madhesi agitation, the Janajati demands are no different. Unlike the Madhesis who shun arms,

the Janajatis are used to fighting and formed a major chunk of the Maoist cadres.

A Janajati agitation could throw Nepal into a convulsion as they are geographically widespread.

India exposed
The liberal rhetoric projected ideas of justice and equality between nations but in practice the colonial hangover remained strong. ..... The unofficial blockade India has imposed on Nepal is most visible at Birgunj, the entry point for over 50 percent of Nepal's imports. Protestors staged a dharna in the no-man's land between the two countries. When the Nepali police wanted to evict them, the protestors ran towards India and then start throwing stones on the police on the Nepali side. Amazingly, the Indian security forces watched this whole show quietly and thus encouraged the agitators. It provides excuse to India to stop supplying petroleum products since there is 'no security' in Nepal. Naturally, the shortage of fuel and raw material has continued to get worse. Hundreds of factories have been closed and thousands of laborers rendered jobless. ...... Commercial farming that was gaining momentum in different parts of the country has been badly hurt because inputs are in short supply and motorized transport is not easily available due to lack of diesel. Development works have come to a standstill. It is reported that death rate in hospitals has increased in the absence of gas, diesel and life-saving drugs.

The national economy battered by a devastating earthquake only a few months ago is facing a much bigger crisis today.

China, with an economy over three times the size of India, is another emerging regional great power.

China is already a global force to reckon with. In South Asia, this is reflected in the dramatic rise in Chinese trade and investment in all countries including India. ....... As a nation that remained independent when most of Asia was under the yoke of colonialism Nepal will not surrender its right to make its own decisions based on democratic legitimacy and dialogue with all national stakeholders.
आन्दोलन अर्कै दिशामा जान सक्छ : खगेन्द्र संग्रौला
उनले आन्दोलनलाई कुनै पनि हालतमा रोक्न नहुनेमा जोड् दिदैं शाषकवर्गले मधेशीलाई दोस्रो दर्जाको नागरिक सम्झेकै कारण आन्दोलन चर्किएको बताए । उनले आन्दोलनलाई सम्बोधन गर्न सरकारले ढिलो गरिरहेको बताउँदै यो आन्दोलनले अर्कै बाटो समेत लिन सक्ने बताए ।

‘जारी आन्दोलनले कुन बाटो लिन सक्छ मसँग नसोध्नुस’ उनले भने, “यो कुरा सिके राउतसँग सोध्दा हुन्छ ।”

मधेशी जनतालाई सधैं हेपिएर शाषकवर्गले देख्ने गरेको बताउँदै उनले आन्दोलनलाई अझै सशक्त बनाउँदै लग्नुपर्नेमा जोड् दिए ।
वहिष्करणको वैधानिकता निर्माण
आत्तिने, पात्तिने र मात्तिने उद्दण्ड निम्नमध्यम वर्ग (लुम्फेन बुर्जुर्वा को चरित्र हो । सामान्यजन त सहन्छन्, तिनको सहनशीलतालाई आफूखसी अथ्र्याएर स्थायी सत्ताले आफ्नो निरन्तरता कायम राख्ने गर्छ । उच्च वर्गको रमाइलो त सधैँ रही नै रहन्छ । ...... ७० दिनभन्दा बढी भइसक्यो, मधेस आन्दोलित छ । कलकारखाना बन्द छन् । व्यापार ठप्प छ । यातायात चलेका छैनन् । विद्यालय खुलेका छैनन् । भन्सार नाकाहरूमा राजस्व संकलन हुन सकेको छैन । ऋणिहरूले बैंकको किस्ता त के ब्याजसमेत तिर्न सकिरहेका छैनन् । गोरखा भुइँचालोले ६ महिना पूरा गरिसकेको छ । तत्काल राहतबाहेक प्रभावित जनताले अरु कुनै सहायता पाउन सकेका छैनन् । यस आर्थिक वर्षमा पुँजीगत लगानी भएकै छैनभन्दा हुन्छ । चारैतिर धुप्प अँध्यारोबाहेक केही देखिँदैन । .....

राजधानीमा भने चिनियाँ पेट्रोलको चर्चा छ ।

.... अमेरिका स्वर्ग हो भन्ने धारणा बनाएर घरखेत बेचेर भए पनि दलालमार्फत् मेक्सिको पुग्ने वा मिर्गौला बेचेको पैसाले कमाइका लागि मलेसिया उड्नेहरूले सामान्यतः सुनेकै भरमा कठिन निर्णय लिएका हुन्छन् । अन्य बाध्यताको भूमिका हुँदै नभएको होइन, तर स्थायी सत्ताले उडन्ते कुरा पनि पत्याइहाल्ने उनिमव प्रवृत्तिलाई आफ्नो हित संरक्षण एवं प्रवद्र्धनका लागि सजिलैसित प्रयोग गर्ने गरेको छ । ...... आफ्नो आङको भैँसीबाट अर्काको जुम्रातिर ध्यान मोड्ने प्रवृत्तिलाई ह्वाटअबाउटिज्म (अनि त्यो के नि !) नाम दिइयो । बहसको मुद्दालाई गौण ठह¥याउन ससम्बन्धित वा अमूर्त विषयलाई उठान गर्ने विधिलाई पनि ह्वाटअबाउटरी (अनि त्यो पनि) भन्ने चलन सुरु भयो । हठधर्मिता, दम्भ एवं बेवास्ता दर्शाउने सोह्वाटिज्म (अनि के त !) उतिसारो चलनमा नआए पनि त्यसको सान्दर्भिकता अपवर्तक तर्कका रूपमा अद्यापि कायम छ । यी सबै विधि प्रयोग गरेर मधेसीहरूको वहिष्करणको वैधानिकता निर्माण गर्ने प्रयत्न सार्वजनिक वृत्तमा स्पष्टसँग महसुस गर्न सकिन्छ । ....... यादव, महतो एवं चौधरीजस्ता थरधारी सम्पन्न हुन सक्छन्, तर 'ठूला' भनिने जातका होइनन् । शुक्ला एवं त्रिपाठीबाहेक मधेसवादी दलमा 'ठालू' नेतृत्व भेट्टाउनसमेत गाह्रो छ । एकल जातीय नेतृत्वको अभ्यास गर्ने पहाडी बर्चस्वका राष्ट्रिय भनिने दलहरूका तुलनामा मधेसवादीहरू नै बरु समावेशी छन् । ..... प्रदर्शनका लागि प्रतिभाशाली महिला राजनीतिकर्मीहरू राष्ट्रिय भनिने दलहरूबाट टिपिन्छन् । त्यता पनि तिनको अन्तर्निहित प्रतिभा प्रस्फुटन हुन पाउँदैन । ......

वहिष्कृतको आन्दोलनले सफलता पाउँदा स्थायी सत्तासँग निकट रहेका आन्दोलनकारी समुदायका व्यक्तिले सबैभन्दा बढी फाइदा पाउने

वैशाख १२ को भुइँचालोले हल्लाउन नसकेको काठमाडौं उपत्यकाको मनस्थिति अघोषित नाकाबन्दीले विक्षुव्ध बनाइदिएको छ।

गाडीको चापले निरन्तर थिलथिलो हुने सडकहरू अकस्मात सुनसान बनेका छन्। परिवेशमा ग्यास र इन्धनको हाहाकार छ। पल–प्रतिपलका हिसाबले उकालो चढ्दै गरेको महँगीले गृहिणीहरू मुर्मुरिएका छन्। विषम स्थितिलाई लक्षित गर्दै सामाजिक सञ्जालका प्रयोगकर्ताहरू सरकार, मधेस, भारत, संघीयता लगायत सबै सम्बन्धित पक्षका विरुद्ध स्वयंले वर्जित मानेका ती सबै अपशव्दको उच्चारण गर्दैछन्, जसको प्रयोग मानिसको मनस्थिति विचलित भएका बेला अनायास नै हुने गर्छ। सामाजिक सञ्जालका अभिव्यक्तिहरू नितान्त व्यक्तिगत धारणा हुन्। त्यसको प्रभाव सीमित नै हुन्छ। तर व्यक्तिगत धारणाहरूसमेत समेटेर सामूहिक रूपमा शिष्टताका साथ समाचार र विचार प्रस्तुत गर्दै आएका सञ्चार माध्यमहरूसमेत नाकाबन्दीको मारमा परेर बरालिन थालेका छन्।

सरकार जनतामाझ कतै सक्रिय देखिएको छैन। लाभका विशिष्ट संवैधानिक पदहरूमा निर्वाचन गराएर संविधान जारी र सक्रिय भएको आभाश पाउन खोज्दैछ। उसले मधेसको आन्दोलन देखेको छैन। मधेसका नेताहरूसँग वार्ता गर्न खासै जाँगर पनि चलाएको छैन।

देशको एक-एक दिन खेर गइरहेको अवस्थामा मधेसीसँगको वार्ता अदालती तारिखको शैलीमा घिस्रिरहेको स्पष्ट देखिन्छ। यसले गर्दा संविधान पराजित भएको पनि सरकारले बुझेको छैन। ...... संघीय सीमांकनमा फितलो निर्णय गरिसकेपछि आफूलाई सही सावित गर्ने धुनमा नेताहरूले जस्तो झुठ बोले, त्यसको परिणाम अहिले जनताले भोग्नुपरेको छ। .....

मधेसका नाममा अहिले जति राष्ट्रियता र राष्ट्रिय स्वाभिमानको राजनीतीकरण गरिएको छ, त्यति यसअघि कहिल्यै देखिएको थिएन।

अनुदार सत्ताले, त्यो राजाको होस् वा लोकतन्त्रको पुच्छर समातेर वैतरणी तर्न लागेका कम्युनिष्टहरूको होस् वा धर्मको नाममा राजनीति गर्ने दक्षिणपन्थीहरूको होस्, जहिलेसुकै राष्ट्रियतालाई राजनीतिक हतियारको रूपमा प्रयोग गर्ने गरेको छ। ...... राजनीतिक नेताहरूले यो तथ्यलाई बिर्सन चाहेका छन्– मधेस नेपालको अविभाज्य अंग हो। न यो कुनै मुलुकबाट जितिएको उपनिवेश हो, नत यो कसैले गोर्खाली राजालाई बकसमा दिएको भूभाग नै हो। नेपाल बनेदेखि अहिलेसम्म मधेस तराई जहाँ थियो, त्यहीं अविचलित रूपमा छ। त्यही बेलादेखि कायम रहेको मधेसलाई दबाएर, थिचोमिचो गरेर शासन गर्ने केन्द्रीय सत्ताको प्रवृत्ति पहिले जे थियो, अहिलेसम्म त्यही छ। मधेसको सपाट धर्तीमा नेपाली लोकतान्त्रिक आन्दोलनका धेरै अश्वारोहीहरूले दौड लगाए। धेरै अश्वारोहीहरू राजनीतिको शिखरमा धुरन्धर राजनीतिज्ञका रूपमा स्थापित भए। तर ती कसैले पनि मधेसको योगदान र महत्त्व सम्झिन सकेनन्। सनातनदेखि केन्द्रमा जम्दै आएका खानदानी राज्य–सञ्चालकहरूले मधेस र पहाडका कुलीनहरूलाई साथ लिएर सधैंं मधेसका सामान्य जनताको शोषण गरे। मधेस रेलवे प्लेटफर्मको तहबाट कहिल्यै माथि उठन सकेन। ..... कलैया–गौर धुले सडकको वाजेपट्टी (अमरपट्टी) मा भेटिएका राम एकवाल साह खेत र आन्दोलन दुवै काम सँगसँगै भ्याइरहेका छन्।

विकासका मामिलामा तराई–मधेस राणाकालदेखि यथास्थितिमा रहेको

यथार्थले उनलाई निकै भावुक बनाएको छ। प्रश्न उनको होइन, उनको सन्तानको हो। खेती–किसानीबाट हातमुख जोडन धौधौ छ। पैसा भएन भने नोकरी पनि लाग्दैन। भन्छन्, हामी त ‘मंगनीमें मरलबाटे।’ ..... यस पटक हामीले कांग्रेस–एमालेलाई जितायौं। अहिले मधेसले अधिकार नपाएपछि पछुताएका छौं। ..... मधेस आन्दोलनको ‘इपिसेन्टर’ नेपाल–भारत व्यापारिक र आवागमन नाकाको दसगजा भए पनि यसको सन्देश हरेक नागरिकको मन–मनमा घुसेको छ। मधेसका जनता यसपटक परिणामविहीन आन्दोलनका पक्षमा छैनन्। ...... जनकपुर र जलेश्वरको सहज प्रवेशद्वारका रूपमा चिनिने भिट्टामोड नाका व्यवसायिकभन्दा पनि राजनीतिक नाकाका रूपमा चिनिन्छ। अन्धकार कालमा देश र मधेसमा भएका आन्दोलनका नेता–कार्यकर्ताहरूको सुगम प्रवेशका लागि चर्चित यो नाका अहिले ‘बन्द’ होइन, ‘जाम’ छ। आन्दोलनकारीहरूको रमाइलो भनाइ छ, हामीले नाकाबन्द गरेका छैनौं, जाम गरिदिएका छौं।

नाकाजाममा ५०० कार्यकर्ताको निरन्तर सहभागिता छ। प्रत्येक दिन गाउँ–गाउँबाट आएका ३ देखि ५ हजार व्यक्ति नाकाजाममा सहभागी हुने गरेका छन्।
