Nepal, Between the Dragon and the Elephant
The Constitution .... was supposed to enshrine equality for women and historically marginalized groups, but many people in this country of 28 million insist that it does none of these things. ..... India fears that an unstable Terai will have a spillover effect, especially on its border states of Uttar Pradesh and Bihar. It also knows that in the long term the Madhesi constituency, with its close ties to India, offers Delhi strategic leverage with the powers that be in Kathmandu. .....

The amount of oil that now enters Nepal is so meager (our national oil company recently scoffed that it was perfume, not oil) that life in the country has come to a near-standstill for weeks.

People are riding on scarcely available jam-packed buses, often on rooftops. Cars, buses and motorbikes snake through entire neighborhoods waiting, sometimes overnight, for rations from gas stations. Almost all major industries have shut down. Tourism, one of our economic lifelines, has ground to a halt, and thousands of hotels and restaurants are cooking over firewood. This is all in addition to the power failures that we have had to endure for years, even in the nation’s capital........

The people in Kathmandu have responded with anger directed outward, toward India, not at their own politicians.

Deeply humiliated, the Nepali government is now looking to expand its transit routes to China, knowing that trade with our northern neighbor can hardly substitute (in the short term, at least) for what exists with our southern one. Imports from India account for more than 60 percent of the total. Although China’s share is rising, it still accounts for only 13 percent. While China usually sends us garments, textiles, electronics and vehicles, less than two weeks ago, Nepal scored a strategic victory when it signed a deal with it for oil, marking an end to the four-decade monopoly enjoyed by the state-owned Indian Oil Corporation. On Thursday, China and Nepal agreed to open seven additional transit points for trade. ...... Our mountainous north, Tibet’s political inaccessibility and

the distance between our major commercial centers and China’s nearest supply hubs

mean that trading with our northern partner will not be easy. Beijing has forcefully backed Nepal’s constitutional undertaking. A stable Nepal, China reckons, will allow the completion of a major trans-Himalayan railway line by 2020, which will give it access to the vast South Asian market, with a population even larger than its own. It also has warm relations with Nepal’s Communist and Maoist parties, two of our ruling left-leaning parties, and wants to keep a keen eye on our significant and active Tibetan exile community. ........ New Delhi would be wise to acknowledge the lengths to which China could go to strengthen its influence in Nepal. It should know that while its coercive tactics may allow it to influence political circles here, it will not earn it friends anywhere and could push Kathmandu even closer to Beijing. Just this week, Nepal received several truckloads of oil from China, a small amount, but symbolic nonetheless.....By expanding lines with China, Nepal has shown that it has a card to play with India. Nepal’s geopolitical parrying, however, must not distract the government from the needs of its own people, the Madhesis, whose grievances have been expressed over generations. It’s about time they were heard.


Indian blockade more inhuman than war, says Nepal PM KP Sharma Oli
as he criticized New Delhi for raking up alleged rights abuse in Nepal at the UNHRC. ..... "Nepal is currently at the receiving end of unofficial blockade. But this is the time for us to find alternative," he was quoted as saying by local media. .... "Our close neighbour has opened our eyes. I will render efforts to bail the country out of the existing crisis, maintaining our national independence, dignity and national integrity," he added. ......Oli went on to say that the blockade and subsequent violence has revived nationalism among the Nepalese people. .....He said that the government will resolve the problems by holding talks with the agitating groups in Terai. ....... On Wednesday, India called on Nepal at the UNHRC to consolidate Constitution building by accommodating "all sections" and emphasised that problems facing it cannot be resolved through force. ....... In its statement at the second Universal Periodic Review of Nepal, India also urged the Himalayan nation to investigate and take credible measures to prevent recurrence of "incidents of violence, extra-judicial killings and ethnic discrimination in the country".

Madhesis are being isolated, says Tripathi
Hridayesh Tripathi said today it was an irony that Madhesi people, who supported all democratic movements of Nepal, were being isolated while fighting for their cause. ..... there were people who were trying to isolate Madhesis in the name of national unity. ..... Tripathi said Madhesi parties were forced to focus their demonstrations on the border as the government took repressive measures in the initial stage of peaceful movement by declaring one after another place of Tarai riot-hit and prohibited zone. ..... “Although the big three parties made amendments to the six province model to address the concerns of Surkhet and other hill districts, the government did not consider Madhesi agitation,” Tripathi said adding that the government spoilt the environment of talks by cracking down on Madhesi agitators the very next day as the talks between the government and UDMF negotiators were heading towards a positive direction. ......

As protests are prolonging, it has been creating a vertical division between the hill and Madhesi communities

..... the big three parties were treating Madhes as territory but not treating Madhesis as citizens of the country. “The state has not accepted that the current agitation is an agitation of the Madhesi people. The state says it is a blockade imposed by India. If that is the case, what is the point in holding talks with us? Why does it not hold dialogue with India then?” ....... there was overwhelming support to Madhes agitation even in far flung villages of the plains and if the state did not address the concerns of the agitating parties, things would only worsen. ..... Prof Lok Raj Baral said the major parties’ view that only the north-south division of provinces could safeguard territorial integrity of the country was wrong and the moment they gave up this notion, a solution would be reached. .....

“I am a resident of Jhapa and I have no problem whether my district remains in Limbuwan or Madhes province,”

he added. ..... Prof Krishna Hachhethu said Madhes movement would bring results sooner or later and that would be beneficial for all the marginalised communities, including Janajatis...... Surendra Chaudhari said if the ongoing agitation was not addressed soon, it would widen the divide between the Tharu and hill population in the western Tarai districts. He said

Tharus in Kailali had already begun a campaign not to buy goods from shops owned by hill people.

..... Ajay Bhadra Khanal said the government had not accepted that the Tarai agitation was an agitation by Madhesi people and unless there was paradigm shift, finding a solution would be difficult.
