ज्ञानेन्द्र शाह र ठूला तीन दलका नेतामा किन भिन्नता देखिन छाडेको छ ?
मधेशी र थारुहरुलाई थाहा छ कि यो संविधानले उनीहरुलाई संसदमा, संघीय एकाईहरुमा प्रतिनिधित्वविहीन बनाउने छ । मधेशको सन्दर्भमा मधेशीहरुलाई स्रोत र शहरहरुबाट विमुख बनाउने छ जोसँग उनीहरुको जैविक सम्बन्ध छ । र, थारुहरु जो नेपालको इतिहासमा दलितहरुलाई छाडेर सबैभन्दा शोषित छन्, उनीहरु अल्पसंख्यक भएर बाँच्न बाध्य हुनुपर्नेछ । त्यसैगरि नागरिकताको व्यवस्थाले उनीहरुलाई दोस्रो दर्जाको नागरिकको रुपमा राख्नेछ । …… तर यो विरोध अझैसम्म सुनिएको छैन । तीन ठूला दलहरुले यसलाई बर्बर दमन गर्ने निर्णय गरेका छन् । …… सडकमा कुनै एक मधेशी नमारिएको दिन छैन । सेना परिचालन गरिएको छ र कर्फ्यु लगाइएको छ । तर पनि हजारौं जनताहरु कोइराला, ओली, दाहालको आदेशमा कुनै पनि बेला गोलीले सडकमा मारिने जान्दाजान्दै पर्वाह नगरी विरोधमा उत्रिएका छन् ।.…… यो यस्तो समय भएको छ कि जातिवाद छताछुल्ल छ । यो धोकाको यस्तो समय भएको छ, माओवादीहरु जसलाई हामीले सघायौं, एकाकार भयौं, उसले आफ्ना अडानहरु छाडेको छ । …… यो यस्तो समय भएको छ जहाँ राष्ट्रिय मानवअधिकार आयोग जो बाहुनहरुको नियन्त्रणमा छ, कुनै एक निश्चित समुदायको प्रवक्ता बनिरहेको छ । …… शिर्ष नेताहरु जो ६ हप्ताअघि मात्र निर्भिकताका साथ भन्ने गर्थे कि यहाँ कुनै आन्दोलन हुने छैन, तर आजकल भन्ने गर्छन्– ठिकै छ केही मानिस मर्नेछ । ऊ र उनीहरु जस्तैहरु विश्वास गर्छन् कि उनीहरुले आन्दोलन तुहाइदिनेछन्, संविधान निर्माण हुनेछ, विरोध तुहिने छ, अन्तर्राष्ट्रिय समुदाय उनीहरुकै पछि लाग्नेछ र नेपालका खातापिता (एलिट) बाहुन–क्षेत्रीहरुले यो राज्यमा नियन्त्रण गर्नेछन्, निरन्तरता दिनेछन् । ……. जसरी दश वर्षअघि फेब्रुअरी १ मा ज्ञानेन्द्रले जिते, यो उसको पतन थियो । … यदि त्यसो भयो भने हाम्रो बाटो स्थायी रुपमा अलग हुनेछ । तपाईंको देश, तपाईंको संविधान, बधाई छ ! मधेशले अगाडिको आफ्नो बाटो आफै तयार गर्नेछ ।
India must persuade Nepali parties for constitutional compromise
they have been rigid, have not reached out to dissenting parties and many social groups are alienated from the process. .......... Nepal does not just need a constitution. It needs a constitution that addresses the root cause of past conflicts. ...... The constitution was meant to unite the nation, and make all citizens equal. But the current process does not meet those objectives. Substantively, the constitution institutionalises a federal democratic secular republic. This is laudable. But people in the southern plains are on the streets, objecting to federal boundaries, citizenship provisions and a system that will lead to their underrepresentation in the legislature. This has been a mass movement for over three weeks; 40 people have died; there are reports of people fleeing for safety to India. The unrest across the open border has political and security implications for India...... The next three days are crucial. If the constitution is pushed through without taking Terai on board, it can sow the seeds of a new ethno-nationalist conflict. And eventually, New Delhi will be dragged into it in some form. India cannot afford another secessionist movement in its neighbourhood. It is best to nip it in the bud and this requires New Delhi to use its influence and leverage to push through a new constitutional compromise. The government must follow up on the statement with action, including sending a special envoy if necessary, to persuade Nepali parties to see sense.
